Job Summary:

The Arizona Department of Administration - State Procurement Office (SPO) is now hiring for the role of Statewide Senior Procurement Manager. As the central procurement authority for Arizona, SPO plays a crucial role in overseeing and managing the state's purchasing activities.

In this managerial position, the successful candidate will spearhead the development and implementation of pivotal sourcing solicitations that align with SPO's overarching procurement strategies. These solicitations cater to the procurement needs of professional services (e.g., Employee Benefits, Marketing, Consulting, HR and Temp staffing, Risk Management, Translation/Interpretation services) across various Arizona State Service agencies.

This is a high-stakes role, with contracts assigned averaging over $5M/yr each. These strategic contracts are utilized by roughly 120 State agencies, boards, commissions, and over 550 Arizona cooperative members. Job Duties:
  • Manages SPO Professional Services (PS) Contract Team
  • Provides Oversight and Management of the documentation and standards utilized to govern statewide procurement for PS Solicitations
  • Develops, releases, and evaluates competitive procurement proposals and responds in accordance with State statues and rules
  • Leads SPO's Strategic Objectives for PS; drives overall continuous improvement and Arizona Management System (AMS) related activities
  • Utilizes a wide variety of lean tools to lead and guide the strategic sourcing process and management of the PS Contract Team
  • Manages and develops individuals to achieve success in the core responsibility of the group
  • Mentoring and leadership is emphasized with focus on developing specific skills, and professional behaviors both within their direct staff and the broader organization
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes and rules related to government procurement activities and contract administration
  • Best practices to determine appropriate sourcing strategies/methods Lean tools and methods
  • Effective negotiation techniques Supply chain, logistics, and resource management
  • Methods of conducting research
  • Effective techniques of relationship management
  • Budget development and expenditure control
  • Solicitation techniques
  • Personal computers and various software applications
  • General accounting practices as they relate to contracts and vendors

  • Developing effective monitoring and reporting tools to ensure contractual terms are adhered to

Skills in:

  • Develop and implement a comprehensive compliance management strategy

  • Synthesize, summarize, and analyze a variety of data/sources and formulate workable recommendations

  • Successfully prioritize and multi-task
Selective Preference(s):
  • A Master's degree and/or government experience, supply chain certifications
  • A Bachelor's Degree in supply chain, business, public administration, accounting, finance, or purchasing and 7 + years of professional procurement experience negotiating Professional Services contracts
  • Experience managing PS procurement professionals
Pre-Employment Requirements:
  • Background and reference check, including a criminal records verification
  • Valid Arizona driver's license
