Senior Resource Planning Analyst

The Opportunity
Ulteig is seeking an experienced Senior Resource Planning Analyst with a strong background in utility rate impact analysis, financial planning, purchase power agreements, bilateral contracts, Integrated Resource Planning (IRP), and team leadership. This role will be responsible for developing, analyzing, and optimizing resource planning strategies while ensuring regulatory compliance and financial sustainability. The ideal candidate will have 10+ years of experience in utility resource planning, rate design, and cost analysis, along with proven managerial and leadership skills.
What You'll Do
- Ensure alignment with regulatory requirements and company goals, with a primary focus upon financial planning for the development and execution of Integrated Resource Plans (IRPs)
- Serve as the company's utility rates expert, overseeing rate design, cost-of-service studies, and revenue requirement analysis.
- Provide direction and mentor a team of analysts and engineers, fostering professional growth and collaboration.
- Develop and implement forecasting models for energy demand, supply, and cost trends.
- Provide strategic guidance on rate structures and regulatory filings to optimize financial performance.
- Collaborate with internal stakeholders, including finance, operations, and regulatory teams, to drive data-driven decision-making.
- Engage with external stakeholders, including regulatory agencies, utility and industry groups, and consumer advocacy groups to represent the company’s interests.
- Stay current on industry trends, regulatory changes, and emerging technologies to inform resource planning strategies.
What We Expect from You
- Education: Bachelor’s degree in economics, Finance, Engineering, or a related field. (Master’s preferred).
- Experience: Minimum 10 years of experience in utility resource planning, rate design, or related fields.
- Strong knowledge of rate design methodologies, cost allocation, and financial modeling.
- Experience with Integrated Resource Planning (IRP), including modeling tools, utility and regulatory processes.
- Proven experience leading teams and mentoring junior analysts and engineers.
- Strong project management skills with the ability to handle multiple priorities.
- Excellent communication and presentation skills, with the ability to convey complex topics to technical and non-technical audiences. Actively manages individual workload.
- Must be a self-starter and willing to identify improvements and implement them, utilizing support from others.
- Must be comfortable asking questions to team when learning new skills.
- Must be analytical, self-motivated, and possess the ability to work in a collaborative environment while maintaining a positive, enthusiastic attitude.
- Excellent presentation and verbal/written communications skills.
- Demonstrates strong interpersonal skills with the ability to establish and maintain effective working relationships with staff, management, clients and external agencies.
- Must have authorization to work permanently in the U.S.
Preferred for Selection
- Combined engineering and business background (MBA with demonstrated engineering skills preferred).
- Demonstrated involvement in past utility Integrated Resource Planning and short to mid-term planning functions.
- Experience with utility trackers such as Demand Side Management, Fuel Adjustment Clause (FAC), and Purchased Power.
- Experience with production cost-based models such as PLEXOS & ProMod and incorporating relevant outputs into filings such as IRPS and FACs.
- Demonstrated experience in understanding PPA design and negotiation.
- Demonstrated ability to bridge between utility engineering outputs and financial planning. Ability to seamlessly integrate with accounting team functions to move engineering outputs from development to a complete financial plan.
- Demonstrated finance and accounting background with the ability to facilitate processes such as depreciation schedules and annuity payment analysis.
- Demonstrated experience working with utility rate, finance & accounting groups, resource planning departments, and external groups such as utility commissions and customer advocacy groups.
- Demonstrated experience working with developers regarding tariff and PPA interpretations.
- Demonstrated experience in supporting legal proceedings for high stakes engagements, such as utility rate cases.

Additional Opportunity Details:
Target Base Compensation Range for this role is $125,400 - $169,600
