Raytheon has an opening for a Senior Manager, Contracts supporting the Advanced Hypersonic Weapons Portfolio within Raytheon’s Advanced Technology Strategic Business Unit, which focuses on key pursuits as well as development efforts that serve as the growth engine and front end of the business, critical to the future growth of Raytheon. Raytheon is working on the forefront of technology, advancing industry knowledge and capabilities to meet and overcome the challenges of hypersonic flight, and accelerating development of hypersonic weapons using state-of-the art expertise and investment in new infrastructure, people, and technology. Fielding these weapons is vital to our national security.

Within the Advanced Hypersonic Weapons Portfolio, development of air-breathing hypersonic systems is a national priority. The Senior Manager will support critical captures and development programs with high potential for transition to production. This highly competitive total system development area requires quick turn proposal responses, robust Intellectual Property strategies, and novel contracting approaches. This position offers the candidate a broad opportunity to engage with program leadership and coordinate peers in service of several programs of strategic importance to Raytheon.

What You Will Do

  • Work closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to manage successful execution of contracts

  • Provide guidance to senior management regarding contractual and business issues, rights and obligations, and risk mitigation

  • Analyze Requests for Proposals (RFP)

  • Review Estimates at Completion (EAC)

  • Conduct proposal reviews and coordinate customer responses

  • Negotiate contracts

  • Support program management and execution reviews

  • Develop Intellectual Property and investment strategy

  • Ensure that negotiated terms and conditions comply with company policies

  • Travel requirements are minimal

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience    

  • Active and transferable U.S. government issued security clearance (Secret) is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Experience managing Department of Defense Contracts subject to the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) with earned value requirements

  • Experience developing and executing various contract documents (including Statements of Work and terms) or collaborative agreements such as Software License Agreements, Proprietary Information Agreements (PIAs), Memorandums of Understanding (MOU), Associate Contractor Agreements (ACA) and Cooperative Research and Development Agreements (CRADAs)

  • Experience mentoring other contract professionals in a supervisory or non-supervisory lead role

Qualifications We Prefer

  • Active Top Secret clearance a plus

  • Familiarity with Other Transaction Agreements and/or teaming agreements

  • Capacity to communicate business strategies that identify appropriate opportunities for balanced business deals when preparing collaborative agreements

  • Experience contributing to Estimate at Completion (EAC), Program Management Reviews, monthly operating reviews and/or Material Bid Review Board (MBRB)

  • Strong presentation skills and ability to persuade various stakeholders

This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA , an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
