ICF is seeking candidates for the role of Project Director (PD) for the anticipated Centers for Disease Control (CDC)-funded headquarter (HQ)-supported transition of health information systems (HIS) to country ownership through the optimization of digital health strategies in policy, governance, workforce, and systems to achieve HIV/AIDS and TB epidemic control by 2030 under PEPFAR. The purpose of this project is to optimize informatics strategies to advance data-driven, country-owned and -led digital health systems through strengthened governance, cybersecurity and local workforce capacity that will facilitate sustainable digital health solutions for HIV epidemic control and integrated patient care services. The project will focus on strengthening local capacity in digital health technologies’ adoption to enhance country ownership, spearhead systems evolutions management, and sustain health system outcomes of equity, quality, and resource optimization through transformative partnerships with the private sector, technology firms and academia.

The position will be based in the United States but may involve frequent in country travel. The PD will have both managerial and technical responsibilities. Administrative responsibilities include routine liaising with the client; management of staff; overseeing of project budgets; and overall planning and management of the project. Technical responsibilities concern the ability to generally understand the range of project’s technical activities, the performance of senior and mid-level staff overseeing those activities, and the ability to assess technical performance of the project and staff. ICF is seeking an experienced Project Director with a strong background in technology solutions architecture, open source, and monitoring and evaluation (M&E). The successful candidate will have demonstrated experience leading complex technology projects in collaboration with the Ministry of Health (MoH) and other public and private stakeholders. 

The PD will lead ICF’s management of the CDC project. The PD will provide high-quality leadership to the project’s interventions globally, overseeing the technical and strategic direction of a CDC investment.  

Responsibilities: 

  • Provide high-quality leadership to the project’s interventions, overseeing the technical and strategic direction of a multi-million-dollar, CDC investment. 
  • Build upon the documented successes and lessons learned of concurrent and predecessor efforts in strengthening national health information systems, technical capacities, and human resourcing to ensure that all relevant lessons learned are applied and adapted in implementation. 
  • Serve as the primary point of contact for CDC and other key stakeholders, providing regular updates on project progress, challenges, and opportunities. 
  • Work closely with Ministries of Health and other partners to ensure that the project is aligned with national health priorities and supports the development of sustainable health information systems. 
  • Make programmatic decisions and troubleshoot implementation challenges; oversee program data quality compliance, including development of data tracking and monitoring systems USG or donor funding audit standards; and oversee sub-grant development, including compliance with programmatic objectives and ICF/donor financial and administrative regulations. 
  • Establish and maintain effective and highly collaborative communication channels with CDC, MoH and other national and regional health entities and stakeholders, international organizations, etc. 
  • Oversee project management processes and methodologies to ensure projects results are delivered on time, within the budget and adhere to high quality standards. 
  • Provide strategic guidance to the project’s learning, documentation, and dissemination of findings, impact, innovations, and lessons learned. 
  • Ensure the project’s timely and complete submission of high-quality work plans, quarterly and annual reports, M&E reports, financial reports, and any other deliverables required by CDC. 
  • Use professional judgement in handling information and demonstrate sensitivity to project team, individual, and all levels of organizational concerns.  
  • Make use of data, statistical and quantitative analysis, explanatory and predictive modeling, and fact-based management to drive decision making. 
  • Mentor and support the success of junior and senior leadership team members within ICF and its subrecipients. 
  • Write, present, and communicate in professionally proficient English

Required Qualifications: 

  • Bachelor’s degree in business administration, public health, international development or related field. 
  • 8+ years’ experience successfully leading international development projects of increasing scope and complexity, including experience working on PEPFAR projects with an understanding of local HIV systems.  
  • 8+ years of relevant experience working globally in digital health, health data, and project management especially with donor-funded projects. 
  • Experience leading geographically dispersed teams with diverse backgrounds and skill sets to achieve results.

Preferred Qualifications: 

  • Familiarity with DHIS2, OHIE, and OpenMRS platforms and methodologies.
  • Familiarity with developing open source and global public goods applications and platforms. 
  • Familiarity with cloud computing platforms such as Google, AWS, and Microsoft.  
  • Demonstrated commitment to locally-led, equitable solutions.  
  • Advanced oral and written communication in French English or Spanish

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$112,513.00 - $191,273.00
