Program Delivery Manager - Remote (WFH)

Cognitive is seeking an experienced Program Delivery Manager to oversee team members accountable for successful, timely and cost-effective project delivery, across multiple complex efforts within the TRICARE contract.
This role requires a strategic leader who will foster stakeholder engagement and enhance communication to ensure transparency and alignment across all project implementation and production support phases , bringing expertise in mitigating program-level risks and representing the interest of the business across the enterprise.
You will provide training and mentorship to project managers, scrum masters, and the release train engineer, driving adherence to Agile Project Management (APM) and Project Management Office (PMO) governance, quality standards, risk management processes and release management standards.
Program and Project Management:
- Delivery oversight for multiple complex projects within the TRICARE contract
- Report project progress and outcomes to leadership and business partners, providing recommendations as needed to meet critical demands
- Ensure projects are delivered on time, within scope, and within budget through by working with assigned PMs, Scrum Masters and RTE, to ensure accountability, quality and adherence to deliverable commitments.
- Identify, assess, and mitigate program-level risks and issues; lead teams through mitigation and control activities implementing contingency plans as needed.
- Coordinate cross-functional teams, stakeholders, and resources to achieve project objectives.
- Coordinate the work of 3rd party Development teams, holds 3rd party vendors accountable to our standards, policies, and performance expectations
- Partner with Product Delivery Manager to ensure alignment with strategic priorities
Governance and Standards:
- Ensure the implementation and practice of APM, PMO governance, Release Train (RT) and Cognitive standards, methodologies, and best practices across the T5 project teams.
- Work with program directors to continuously improve APM, PMO, RT and Cognitive processes, tools, and templates to enhance project delivery efficiency and effectiveness.
Training and Mentoring:
- Provide training, mentoring, and coaching to team members on best practices, tools, and techniques in all aspects of departmental responsibilities
- Partner with program directors to deliver training programs, workshops, and materials to enhance the development of staff capabilities
- Develop and communicate departmental objectives; inspire and motivate team members to achieve results
- Foster a culture of continuous learning, collaboration, and knowledge sharing within the team and across the organization.
- Manage the hiring and training of new and existing staff; conduct performance / salary reviews
Stakeholder Management and Communication:
- Build and maintain strong relationships with key stakeholders, including executive leadership, project sponsors, and business units.
- Communicate project status, progress, risks, and issues to stakeholders regularly.
- Facilitate meetings, presentations, and discussions to ensure alignment and transparency throughout the project lifecycle.
Performance Monitoring and Reporting:
- Track and report on program and project performance, including key performance indicators (KPIs) and metrics.
- Conduct post-project reviews and lessons learned sessions to identify areas for improvement.
- Prepare and present program and project updates to senior management and other stakeholders.
Qualifications:
- Bachelor’s degree in Project Management, Business Administration, Engineering, or a related field. Master’s degree preferred.
- 7-10 years of experience managing complex project delivery across different lifecycles and complexities in both APM and PMO practices
- Ability to create detailed project plans, manage timelines and allocate resources effectively, using various project management tools
- Experience in leading and implementing APM and PMO processes and standards in a large organization.
- Experience in contract review and evaluation of vendor performance
- Understanding of the Agile software development lifecycle and experience leading associated teams, including the release management process
- Demonstrated ability to train, mentor, coach and develop project management professionals.
- Excellent communication, presentation, interpersonal and conflict management skills.
- Strong problem-solving, negotiation, and decision-making abilities.
- Ability to work in a fast-paced, dynamic environment and manage multiple priorities simultaneously.
