Job Summary:

The Arizona Department of Administration (ADOA), State Procurement Office (SPO), is seeking a highly skilled Procurement Manager to support procurement efforts for the Arizona Department of Juvenile Corrections and the Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR). Reporting directly to the Chief Procurement Officer for ADCRR, this role is critical in ensuring effective procurement practices and contract management.

As a Procurement Manager, you will perform a range of essential functions, including drafting and reviewing contracts, evaluating proposals, negotiating terms, monitoring compliance, conducting site visits, and providing training. This position also involves preparing solicitation packages, managing contract amendments, advising on procurement requests, and developing policies and procedures to enhance contract management efficiency. Job Duties:
  • On-going review and management of assigned contracts
  • Prepare amendments as needed. Writes solicitation documents and issues solicitations for rebid and new requirements. Establishes agreements, IGAs, ISAs with other governmental agencies as required to meet agency needs
  • Coordinates evaluation committees when needed, summarizes evaluation results for presentation to the CPO; negotiates contracts; documenting recommendations for contract award; issuing contract award notices; writing and distributing contracts
  • Initiates and/or processes purchase requisitions for assigned contracts and service areas; reviews, approves or denies all agency requisitions for services and commodities for compliance
  • Advises, instructs, and explains technical contract matters to staff and managers of assigned programs regarding procurement/contract/ purchasing activities. Attend meetings and participate in activities of various contract related activities, including training
  • Reviews and makes recommendations on sole source, emergency, and impracticable to quote requests

  • Learn quickly, work jointly on numerous projects, changing priorities as needed, to meet the needs of ADJC, its staff, youth, and customers, both internally and externally
  • Deal effectively with management within ADJC and the general public, as well as other organizations
  • Develop reports, database management, and policies and procedures relating to procurement activities
Selective Preference(s):
  • Demonstrated knowledge of the Arizona Procurement Code
  • Experience in the preparation of solicitations, including the structuring of a scope of work
Pre-Employment Requirements:
  • Background and reference check, including a criminal records verification
  • Requires possession of, and ability to retain a current valid Arizona driver’s license. Employees who drive on state business are subject to driver’s license records checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
