Monitoring, Evaluation, and Learning Senior Technical Advisor, GRAD-TB

FHI 360 is seeking a Monitoring, Evaluation, and Learning (MEL) Senior Technical Advisor to lead all MEL aspects of the USAID Global Resilience Against Drug-Resistant Tuberculosis (GRAD-TB) project. GRAD-TB is a five-year cooperative agreement with a period of performance from October 2024 through September 2029 targeting drug-resistant tuberculosis as part of USAID’s Global TB Strategy. The project focuses on providing DR-TB technical assistance (TA) to USAID’s TB priority countries and Global Fund TB countries. The MEL Senior Technical Advisor (STA) is an advanced subject matter expert who sets the project’s MEL technical design and direction for the global project through the execution of the project MEL plan, overseeing day-to-day MEL activities, development and implementation of MEL policies and procedures, providing leadership on the development of project MEL systems, and ensures quality delivery of services on MEL at both the global and country-levels. They work with technical staff members, sub-partners and project stakeholders to ensure that the MEL plan and activities are in alignment with work plans and provide technical expertise to inform project implementation. They provide TA to project partners, beneficiary organizations and government entities, working closely with teams in priority countries. They prepare project and donor reports and draft publications and external communications and lead the development and revision of best practice documents.
Note: Some overlap with eastern time zone working hours are required for this position.
Accountabilities:
Project Design Implementation:
Leads design, development, planning and implementation of the project MEL strategy, including the MEL framework and MEL plan.
Responsible for the development, operationalization, implementation and management of project MEL and strategic information (SI) systems as applicable (such as DHIS2), tools (such as PowerBI, Excel, STATA, etc.), and procedures to collect, collate, analyze, interpret, and use data that demonstrate impact and program accountability and progress.
Provides MEL technical guidance to country teams where there are GRAD-TB country buy-ins, including but not limited contribution to country workplans and reporting, technical support to country MEL staff, and providing TA to local stakeholders.
Collaborates with local partner and government M&E counterparts in target countries to strengthen M&E systems for DR-TB.
Develops data visualizations from data pulled from the project MEL and SI systems and government systems.
Tracks progress made against indicators and targets and towards results, outcomes, and impacts to ensure they are being consistently and systematically tracked and reported; support quarterly performance and semi-annual or annual reports.
Develops high quality quantitative and qualitative methods and participatory methodologies to monitor project quality for performance and results.
Builds project, partner and government staff MEL and SI capacity, including strengthening, managing and operationalizing MEL systems, data quality assurance, data demand and use, facilitating learning and knowledge exchange, documenting best practices, and reporting.
Works closely with project sub-partners to ensure that activities align with project MEL systems and requirements; review sub-partner reporting to ensure data quality and integrity.
Works closely with project clinical staff, knowledge management staff and partners to develop and implement training and competency systems.
Leads project learning activities and data use initiatives; foster culture of learning and knowledge sharing.
Collaborates with teams to design and support learning activities, share MEL data, analysis and data use products, promote evidence-based feedback, adaptation and decision making.
Collaborates and supports knowledge management and communication efforts, including development, dissemination and use of data and knowledge products, abstracts, articles, blogs, reports, tools and materials.
Oversees the publication and dissemination of information on successful and promising
approaches, lessons learned, and other project results to ministry counterparts, program partners, and other key stakeholders.Leads and the implementation of the project MEL plan in alignment with the project workplan(s), including data collection tools, within the given resource and financial constraints.
Coordinates with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with FHI 360 policy.
Contributes to planning and making recommendations for project concept, operations, and / or implementation.
Influences design and scope of MEL initiatives and programs.
Develops strategies and tools for the design and implementation of specific technical components.
Ensures technical implementation is consistent with best practices in the industry and meets donor contractual obligations for moderately complex technical units of a functional domain, directing other professional staff members.
Technical Requirements:
Works on problems of complex scope that require evaluation of variable factors.
Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision. Networks with key internal and external personnel.
Responsible for planning and scheduling workflow and timetables, within technical area and function guidelines
Provides strategic focus for project MEL activities independent of degree of complexity.
Considered a technical expert and provides input to senior technical leadership on national guidelines and normative policies for MEL.
May interpret findings and make recommendations for improvements.
Client/Funder Engagement:
MEL point of contact with the donor.
Maintains collaborative relationships with the donor, relevant government agencies, bilateral and other NGOs (non-governmental organizations) and consistently maintained and viewed as a knowledgeable resource in the project MEL activities.
Participates in meetings with the donor and key project stakeholders.
Staff Leadership and Training:
May supervise junior-level team members, monitor performance, and lead professional development efforts.
Plays a coaching and mentoring role for others; may manage technical area staff and function area within the project.
Completed work is reviewed in terms of meeting the project’s objectives and timelines.
Ensures that staff members are qualified for delegated tasks, as applicable.
Reports to a Director.
Project/Program Reporting:
Contributes to the preparation of donor reports.
Leads the presentation of MEL deliverables, output, and results to the donor.
Contributes to the development of peer reviewed publications and external communications with project and consortium colleagues.
Reviews, analyzes, and evaluates the effectiveness of the technical components of the project and makes recommendations for enhancements.
Quality Assurance:
Ensures MEL technical deliverables and implementation are consistent with best practices in the industry and meet donor contractual obligations for complex technical units of a functional domain, directing other professional staff members, as needed.
Proactively identifies risks or challenges to technical deliverables and creates mitigation plan.
Ensures the quality of implemented technical activities and systems at all levels.
Applied Knowledge & Skills:
Assists senior management in determining project objectives, and interprets project data and results.
Demonstrates ability in MEL activity budgeting and fiscal accountability.
Represents the project as internal and external contact related to MEL.
Conducts briefings and technical meetings for top management and the donor.
Considered an expert in their technical field of study or knowledge area.
Informed of current project developments in the technical area.
Familiar with donor funded projects and corresponding regulations and communication styles.

Education:
Master’s Degree or its International Equivalent in a related field (Knowledge/Information Services, Health, Behavioral, Life/Social Sciences International Development, Human Development, etc.)
Doctorate Degree Preferred.
Project Management (PM) Certification preferred.
Experience:
Minimum of 15+ years of relevant experience in designing and evaluating MEL systems on USAID- and other donor-funded projects.
Previous experience working on MEL within TB projects strongly preferred.
Demonstrated ability to be the technical specialist as well as the lead subject matter expert in the development and rollout of MEL and SI systems and processes.
Ability to collaborate and work effectively across various teams within projects and organization, and build and sustain positive working relationships with NGOs, private sector, government, and other stakeholders. Experience with development of manuals, tools, or guidance documents.
Development of publications, presentations, and reports including ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
Demonstrated expertise and skills in quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning.
Proficiency with relevant statistical analysis and data visualization software (e.g., Stata, SAS, SPSS, Epi Info, Tableau, PowerBI).
Proficient experience in current program developments in global health SI and MEL systems.
Experience developing strategy and/or performance standards for projects/services in the technical area.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
Professional proficiency in English is required; knowledge of a second language an added advantage.
Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.
International or Domestic (US) Program Development or Program management preferred.

The expected US-based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $150,000 - $185,000
International hiring ranges will differ based on location.
