We are seeking a Federal Account Lead within our climate, energy, and transportation business who shares this focus and commitment and can strategically align ICF’s qualifications and insights to support EPA and DOEAs an Account Lead, you’ll collaborate with key Federal clients at DOE and EPA, connecting our subject matter expertise and experience with EPA and DOE’s emerging needs.

** This Business Development role has a hybrid work arrangement. Must reside within a commutable distance in the DMV area for regularly scheduled in-person meetings in Washington DC, Reston & Arlington (Crystal City), Virginia. **

What you will be doing

  • Strategic Planning: Develop and implement a strategic plan to drive business growth, increase client satisfaction, and understand emerging needs for EPA and DOE.

  • Engagement: Collaborate with clients, stakeholders, and partners to understand programmatic needs and showcase ICF’s capabilities.

  • Thought Leadership: Partner with colleagues throughout ICF to develop innovative solutions aligned with program goals.

  • Pipeline Development: Identify and qualify new Federal contract opportunities.

  • Brand Recognition: Enhance ICF’s reputation among key stakeholders by spearheading strategic marketing collaborations between subject matter experts and ICF’s Climate Center.

Minimum Qualifications:

  • Bachelor’s degree in sciences, environmental fields, engineering, business, or related disciplines. (Master’s degree a plus)

  • 12+ years of relevant technical and business development experience in Federal climate and energy programs, specifically DOE and/or EPA along with a demonstrated professional network within these agencies. 

  • Demonstrated expertise in relevant aspects of climate and energy programs.

  • Consulting experience including proposal writing.

  • Proven ability to craft compelling solutions and effectively engage clients.

In the first six months, you will be expected to:

  •  Understand ICF’s core business, clients, and emerging needs with EPA and DOE.

  • Understand and participate in ICF’s capture and business development processes.

  • Develop relationships with key internal partners, both subject matter experts and business development.

  • Create strategic plans around pursuits for EPA and DOE accounts based on experience and knowledge of these agencies and ICF capabilities.

  • Lead a coordinated effort to source strategic teaming partners and negotiate teaming agreements for pipeline opportunities.

Within the first year, you will be expected to:

  • Develop a qualified EPA and DOE opportunity pipeline of at least $60M.
