The Executive Director is responsible for leading and managing both the Government Client Relations and Provider Relations functions to ensure the successful retention, satisfaction, and growth of client accounts and provider networks within a state-specific program. This role requires the development and execution of strategic account and provider management plans, fostering strong relationships with leadership within the State’s organizations, and overseeing the development and performance of both the Account Management and Provider Relations teams.

The Government Account Management Department is dedicated to overseeing and nurturing relationships with Managed Care Organizations (MCOs) and State contracts. This department plays a pivotal role in ensuring the successful execution and management of government-related healthcare programs, with a focus on Medicaid, Medicare Advantage, and other state-funded initiatives.

Our team is responsible for managing day-to-day interactions with MCOs and state agencies, ensuring compliance with contractual obligations, and driving strategic initiatives that align with both client and organizational goals. By closely collaborating with internal departments and external partners, we work to deliver exceptional service, support program implementation, and ensure that our solutions meet the evolving needs of the populations we serve.

  • Cultivate and Maintain Key Relationships: Build and sustain executive-level relationships with state agencies and stakeholders, with a particular focus on collaborating closely with the State Dental Director to ensure program alignment with state dental policies and goals.
  • Business Strategy and Client Retention: Refine and uphold a business strategy that promotes excellence, accountability, and integrity in customer service, with a focus on client retention and continuous quality improvement for the dental carveout program.
  • Tailored Service Delivery: Develop and implement innovative strategies to provide value-added dental services that meet the specific needs of the state program and agencies leadership, ensuring alignment with their business philosophies.
  • Staff Resource Management: Oversee staff resources, including recruitment, training, and development, to ensure business and departmental objectives are met, and the program remains adequately staffed to support company growth and client needs.
  • Foster an Innovative Work Environment: Encourage an environment that rewards staff for proactive recommendations and creative solutions, fostering a culture of innovation within the team.
  • Performance Management: Set and monitor performance goals, objectives, and deliverables for the Network Director and Contract Manager, ensuring alignment with the overall goals of the dental carveout program and broader business objectives.
  • Regular Communication: Conduct regular team meetings to ensure open communication, keeping staff informed of critical updates, program developments, and market changes relevant to the dental industry.
  • Reporting and Strategic Recommendations: Provide regular reports to the Director of Government Account Management, including data on market trends, client developments, staff performance, and actionable strategic recommendations tailored for the dental carveout.
  • Efficiency and Effectiveness: Continuously assess health plan accounts and internal operations to identify and implement opportunities for increased efficiency and improved service delivery, particularly in dental network management and provider relations.
  • Data-Driven Decision Making: Leverage data insights to guide client oversight, engagement strategies, and critical decision-making processes within the dental carveout.
  • Budget Management: Collaborate with the Director of Government Account Management to monitor and manage the department's budget effectively, ensuring fiscal responsibility and alignment with program goals.
  • Strategic Guidance and Client Presentations: Offer high-level oversight and strategic input for the development of client presentations, ensuring alignment with client expectations and state dental program goals.
  • Team Facilitation: Foster an environment that enables the Network Director and Contract Manager to work effectively by removing obstacles, streamlining processes, and enhancing interdepartmental collaboration.
  • Contract Management: Review contract rates annually and collaborate with clients and the State Dental Director on any necessary adjustments to maintain contract health and sustainability.
  • Business Development Collaboration: Work with Business Development Leaders to provide key insights on the dental market and client needs during the bidding and renewal process for state carveout contracts.
  • Program Implementation: Partner with the Implementation department to ensure seamless execution of new business implementations, benefit changes, product expansions, and other initiatives critical to the state carveout dental program’s success.

Functional Competencies:

  • Client Relationship Management
    Ability to cultivate, maintain, and strengthen executive-level relationships with state agencies, health plan clients, and key stakeholders, including the State Dental Director. Proficiency in managing client expectations, fostering long-term partnerships, and addressing client needs through strategic and operational solutions.

    Expertise in developing and implementing comprehensive business strategies tailored to the needs of a state carveout dental program. This includes the ability to drive program growth, improve service delivery, and ensure alignment with regulatory requirements and state program goals.
  • Provider Network Management
    Proficiency in overseeing provider relations, including network development, contract negotiations, performance management, and compliance with state guidelines. Ability to collaborate with providers to ensure efficient network operations and address any challenges within the dental carveout program.
  • Operational and Financial Oversight
    Strong capability in managing day-to-day operations, including budgeting, staffing, resource allocation, and process optimization. Expertise in ensuring the program operates efficiently, meets performance goals, and stays within budget, while also driving continuous quality improvement.
  • Data-Driven Decision Making
    Competence in analyzing data and leveraging insights to inform strategic decisions, assess program performance, and enhance client engagement. Ability to use data to identify trends, opportunities for growth, and areas for increased efficiency and effectiveness within the dental carveout program.

  • Computer Skills: Proven proficiency with Microsoft Word, Excel, and PowerPoint software
  • Knowledge: Experience in managed care or health care field, government, and commercial account management a plus. Overall account management experience considered.
  • Knowledge of CMS standard laws and regulations.

Minimum Qualifications:

  • Must reside in the State of Florida, per contract
  • High School Diploma required; College degree preferred;
  • A minimum of five (5) years’ experience working in a capacity demonstrating the job requirements as listed above.
  • Five (5) years of experience presenting data verbally and in writing to senior level staff relaying accurate data with the ability influence required.
  • Ability to travel (30%)
  • As this role is a remote role, you are required to maintain an internet service that allows you to complete your essential job duties without issue. Rates of 50 Mbps download and 10 Mbps upload while hardwired and not on a VPN are sufficient.

Preferred Qualifications:

  • Bachelor’s or Master’s Degree in Business Administration, Health Care Management, or a related field
  • 10+ years of Leadership experience overseeing and managing teams.
  • Certification in Account Management or Project Management (e.g., PMP, CAPM)

FLSA Status:  Salary/Exempt
National Salary Range:  $110,000 - $155,200
