ICF is looking for a dynamic, strategic, and action-oriented business development leader to join our Energy, Environment, and Infrastructure (EEI) Business Development team.

The ideal candidate will be a proven full life-cycle business development professional with a track record of identifying, prioritizing, positioning, pursuing, and winning large, cross-functional, multi-disciplinary programs with the Department of Interior – specifically Bureau of Land Management (BLM), U.S. Fish and Wildlife Service (USFWS), and the National Park Service (NPS). Knowledge of related policy, regulations, market forces, and emerging trends is important to represent ICF in this space. Additional successful business development within the U.S. Army Corps of Engineers, U.S. Forest Service, the Bureau of Reclamation, Bureau of Indian Affairs, Native American tribes, mitigation banking firms, forestry management entities, major conservancies, and/or other federal land management agencies is preferred.

This individual must exhibit exceptional leadership qualities including passion and drive, respect, communication, humility, leading by example, a focus on the big picture, and ability to leverage and work with and for others. The individual must also be highly collaborative, as they must work closely with our clients and teaming partners as well as senior leadership and staff throughout ICF, including other members of ICF’s business development team and team members in other divisions and operating groups.  

We are looking for candidates with at least 15 years of experience working with DOI agencies with a particular focus on selling professional services for environmental planning, advisory, and implementation work. We want you to bring your excellent industry and customer knowledge to open doors, facilitate partnering with small businesses, Tribes, Alaska Native Corporations, and other potential teaming partners, and to help craft compelling strategies that drive results. You should have existing relationships with these clients and potential teaming partners. You should be able to command a room in a respectful way, lead with credibility, and be able to use analytical, negotiation, and interpersonal and diplomatic skills that lead to productive business relationships.

You will be responsible for orchestrating business development, including identifying, prioritizing, and driving opportunities with existing clients and proactively acquiring new clients and partnerships. Working together with business line and operations leaders, you will develop and implement coordinated and integrated key account plans as well as strategies for growing in underserved markets and geographic market areas. You will be responsible for driving our DOI business development strategy, including identifying the most promising near-term opportunities and positioning ICF for future areas of growth.

Specific responsibilities to include: 

  • Lead business development for DOI agencies including BLM, USFWS, and NPS, focused primarily on environment & planning services, working collaboratively with staff across the U.S.
  • Collaborate across transportation, water, and energy client sectors and conservation planning and offshore wind practice areas to identify multi-sector/practice area opportunities.
  • Grow the sales pipeline through the identification and qualification of new business opportunities that are consistent with strategic priorities in a manner that takes full advantage of the entire company’s capabilities.  
  • Oversee major capture activities from inception to win by leading senior level engagement with end customers and partners in collaboration with other ICF leaders. 
  • Be present in the market and a representative senior leader of our firm.
  • Use knowledge of the industry to position ICF’s point of view in a meaningful and strategic way.
  • Leverage current and emerging technologies and innovation tools and strategies to strengthen our level of engagement with our customers to promote growth and help us right size, optimize, and be ever more efficient and innovative in delivering solutions to our clients.
  • Support the development of strategies that improve the quality and depth of market and competitor intelligence to influence and enhance win probability. 
  • Foster thought leadership, present at professional conferences, participate in industry professional associations, and author (or foster the authorship of) articles for publication on ICF’s established media channels or through industry or other professional channels.
  • Actively serve as a mentor to staff to develop business development acumen.
  • Represent ICF’s high level of integrity and commitment to company values.

Required Qualifications:

  • BA or BS Degree (advanced Degree preferred).
  • 15+ years of business development experience leading capture with DOI agencies focused on selling high value consulting solutions and environmental services.
  • Demonstrated knowledge of related policy, regulations, and market trends.
  • Verifiable record of leading and winning relevant new business opportunities with contract values greater than $5M.
  • Be willing to travel to pursuit teams and clients as needed.
  • Demonstrated experience with Microsoft Dynamics or other CRM system and a successful history of building and managing a pipeline of opportunities with a value greater than $25M.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$170,721.00 - $290,225.00
