Hi, we're Oscar. We're hiring an Associate, Regulatory Affairs to join our Corporate Counsel team.

About the role

The Associate, Regulatory Affairs, is a major contributor and owner of mission critical workflows to manage the Independent Dispute Resolution process.  In assigned jurisdictions, the Associate, Regulatory Affairs will intake disputes from providers, participate in negotiation with business unit support, and prepare arbitration briefing where needed, all while maintaining detailed documentation for tracking purposes.  The Associate, Regulatory Affairs will work with Regulatory Counsel in regulator and entity relationships, cover important legislative and regulatory hearings and meetings as assigned, and supports the Regulatory Affairs function by serving as an enterprise wide resource on public policy and IDR trends.  

You will report to the Associate Director, Regulatory Operations.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $93,600 - $122,850 per year. The base pay for this role in all other locations is: $84,240 - 110,565 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program and annual performance bonuses.

Responsibilities

  • Be the subject matter expert on assigned state and federal policy for provider dispute and IDR matters, while applying newly proposed laws and regulations to processes in assigned jurisdictions.
  • With support from Supervisor, prepare concise, user-friendly briefing based on case needs Mentor team members, assist supervisor on preparing metrics-based reporting, and work cross functionally to implement solutions where needed
  • Partner with PRO Counsel, Regulatory Affairs colleagues, and cross functional business partners to problem solve and stand up new processes. 
  • Support and improve sustainable processes which simplify our growing team’s outputs while ensuring high quality deliverables.
  • Deliver multiple, simultaneous and diverse assignments. 
  • Support cross-training and knowledge development across Oscar.
  • Perform related tasks as assigned by Associate Director, Regulatory Operations

Qualifications

  • Bachelor’s degree in the humanities, legal studies, political science, public policy, public administration, public health or other relevant field, or a combination of education and experience.
  • 3+ years of legal or regulatory experience, in the health plan/managed care space.
  • 2+ years experience working with state and federal political and legislative processes.
  • 2+ years experience  in Westlaw, legislative tracking software, and Google Workspace.

Bonus Points

  • Experience working with Independent Dispute Resolution is a huge plus
  • Experience working in personal injury law firms or as a paralegal 
  • Familiarity with the Affordable Care Act and the No Surprises Act Experience with Oscar markets.
  • Experience working with attorneys and internal stakeholders.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
