Tribal Technical Assistance Specialist- REMOTE

ICF’s Early Education Services Line of Business seeks a Tribal Technical Assistance Specialist to develop and deliver high quality training and technical assistance (TTA) that improves the capacity of Tribal early childhood programs as part of the Tribal Child Care Capacity Building Center (TCBC) team. The Tribal Technical Assistance Specialist will develop and deliver training and technical assistance to Tribal Child Care and Development Fund (CCDF) grantees that reflect the diversity of languages and traditions that exist in American Indian and Alaska Native cultures. The programs are geographically diverse and provide comprehensive services to children and families that are culturally responsive and respectful of Tribal sovereignty. This role will provide ongoing, prompt, and accurate programmatic assistance to federal staff and CCDF grantees with high-quality services and products that exceed expectations.
The ideal candidate will have a background and experience in Child Development or Early Childhood Education grant funded programs with knowledge of CCDF regulations and program implementation. The Tribal Technical Assistance Specialist will provide national expertise on CCDF topics to develop and deliver technical assistance resources and opportunities related to CCDF subject matter (including construction and major renovation, fiscal management, internal controls, program integrity and accountability, and fiscal reporting). The role will be responsible for the design, development, and implementation of training and technical assistance resources to support CCDF administration, capacity building, and the full implementation of CCDF requirements using research-based practices that reflect the diversity of languages and traditions that exist in Tribal Cultures.
The position is full-time and home based with up to 30% travel required to provide technical assistance to assigned Tribes and to attend related conferences and meetings.
Key Responsibilities:
- Develop a menu of TA offerings that are available related to subject matter expertise including fiscal management systems, program integrity and accountability, and fiscal reporting.
- Support the client’s designated priorities and special projects, including development of TTA materials (e.g. issue briefs, handouts, brochures, presentation kits, and webinars).
- Work with team members to develop and execute targeted and universal training events (national and cross-regional face-to-face trainings and webinars, peer learning groups and communities of practice).
- Maintain close communication with the Tribal Center team to ensure targeted and universal training events are planned and offered effectively and meet the needs of participants.
- Work in coordination with the Tribal Center team, and other project staff to design, develop, and deliver TTA activities.
- Work with the Tribal Center team to develop workgroup planning meeting schedules to ensure timely development of TTA materials and webinars.
- Review early childhood development related materials available on the web (e.g., the OCC TA website, the Office of Head Start’s Early Childhood Learning and Knowledge Center (ECLKC), other federal partners’ sites), and, on a quarterly basis, work with the Training Team to provide Tribal grantees an updated, hyperlinked list that could assist them in the improvement, management, and provision of their CCDF services.
- Develop deep knowledge and skill in CCDF requirements in the areas specific to CCDF implementation, particularly to topical assignments, utilize this knowledge in the development of content-specific resources and presentations.
- Work with Tribal Center team to develop a draft national Tribal TTA strategy, based on input from the client, which focuses on issues of common concern around CCDF implementation across Tribal CCDF programs to present to the client for approval.
- Respond to information requests from Tribal Lead Agency CCDF Administrators and their staff, the client, TTA providers, and other interested parties regarding Tribal CCDF issues and develop an approach to address the need to be submitted to the client for approval.
- Develop and deliver content during regional or national meetings related to subject matter expertise.
- Assist all TA Specialists with TTA related to topical assignment utilizing the resources developed.
- Work with other OCC TA providers to prioritize and develop and/or adapt written TTA materials to assist Tribal CCDF administrators in advancing the client’s and Tribal Lead Agency goals.
- Ensure all targeted and universal TTA provided is tracked and reported according to established project protocols in the Technical Assistance Tracker (TAT).
- Participate in and sometimes facilitate scheduled Tribal Center team meetings
- Participate in and sometimes facilitate weekly subject matter expert and technical assistance Team meetings.

Basic Qualifications:
- Bachelor's degree in early childhood education, public policy, public administration, or management.
- 5+ years of demonstrated experience in early childhood education, public policy, public administration, or management working with children and families from diverse cultural and economic backgrounds.
- 5+ years of experience with Tribal CCDF regulations, Head Start performance standards, and applicable federal, state, Tribal, and local laws and rules, and regulations, especially related to the Tribal CCDF Plan Preprint.
- 5+ years of experience offering training and technical assistance within early care and education, including consultation, presentation, and facilitation skills.
- 2+ years prior experience developing relevant training and resources and facilitating content delivery to Tribal communities.
Preferred Skills:
- Experience within Federally recognized Tribes and Tribal Nations.
- Experience in a leadership position within a CCDF/Head Start Program or similar position.
- Experience serving as a Tribal CCDF Administrator or Co-Administrator.
- Experience providing training at State, Regional, or National Conferences/Meetings and technical assistance to individual organizations preferred.
- Experience supporting the implementation of the CCDF program at the federal, state or Tribal Level.
- Experience in providing training using instructional design, adult learning principles, and indigenous knowledge to develop the TTA approach.
- Experience at Tribal, state, or national level with policies, early care and education regulations, and systems, particularly the implementation of the CCDF or other state early learning programs.
- Experience with leading small, collaborative workgroups or task forces to develop projects or resources.
- Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Teams) and other E-learning, virtual meeting, and project management tools including Smartsheet.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
