Job Summary:

This position is responsible for the supervision, administration, and direction of activities of project management staff and contracted consultants, monitoring scope, schedule, budget, and quality of the project development process. This position develops and implements policies, procedures, and standard work within ADOT and provides guidance for compliance of rules.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Manages projects through the development process for both in-house and consultant-designed projects. This includes establishing 40 project scope and fee, critical path schedule, and all internal procedures to initiate, develop and advertise projects for construction.

Supervises and directs the activities of the project management staff and hired consultants. Monitors and reports the progress of projects and the project
development process related to project scope, schedule, budget and quality.

Communicates with ADOT groups, outside agencies, and project stakeholders to inform, facilitate and expedite the development of projects. This includes but is not limited to communicating material changes on projects, enhancements, and other scope changes/impacts. Attend and facilitate public information meetings as needed for projects.

Participate in the planning and programming of needed transportation facilities and priorities. Preparation of documents related to the development of
projects and addressing special needs studies.

Travel required in the course and scope of developing projects.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Comprehensive knowledge of federal state statutes, agency standards, policies and procedures applicable to managing projects.
• Fundamental knowledge of critical path scheduling and ADOT development process.
• Knowledge of ADOT's delivery goal of 20/30/30/20 percent of projects by quarter.

Skill in:
• Effective verbal and written communication.
• Must be able to represent the agency in a positive, knowledgeable manner that fosters stakeholder trust.
• Negotiation, conflict management, and interpersonal skills.

Ability to:
• Ability to effectively plan for the development of a project through design leading to construction.
• Act as the project leader guiding others to achieve the desired outcome while adhering to scope, schedule, budget and delivery of the job at the planned date.
• Organizing project data and assuring project deliverables meet the requirements for each stage of the process.

Selective Preference(s):

An understanding of project management tools including but not limited to scheduling and earned value.

Pre-Employment Requirements:

Bachelor's degree in Civil Engineering or related field with 7 years of relevant experience delivering roadway/highway projects.

Registered as a professional engineer in the State of AZ or the ability to obtain within 6 months of starting the job.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
