Job Summary:

The Transportation Engineer I serves as project manager, managing all aspects of analyses, design and preparation of construction plans, estimates, specifications, engineering studies and reports for complex Regional Transportation Plan freeway projects; facilitates the review of these products with the various technical areas and project stakeholders. Arranges, conducts and represents the project team in various meetings including Public Information Meetings and Public Hearings. May drive a vehicle in the course and scope of State business. Prepares the scope of work for final design services; serves as team leader for the consultant selection process; negotiates the consultant contract; approves the design schedule in cooperation with the project development team; monitors the project scope and schedule concurrently with the project budget; approves consultant invoices for payment.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Leads and manages a multi-discipline team consisting of in-house/consultant team members in the analysis, design and preparation of construction plans, estimates, specifications, engineering studies, and reports complying with Department standards, policies and procedures for complex projects.

Facilitates reviews of engineering studies, reports, designs, plans, estimates, and special provisions developed by ADOT Sections, outside agencies or consultants, and recommends approval and disapproval, while linking all technical units together.

Communicates with ADOT groups/sections and outside agencies to inform, facilitate and expedite the development of projects and improve the quality of our product. This includes communicating policies, procedures and guidelines on material changes, enhancements, and the implications of scope changes at various stages of projects.

Arranges, conducts and represents the project team at all meetings, with ADOT units, outside agencies, consultants, and the public.

Identifies project issues, develop solutions, and facilitates resolution with team members, stakeholders and ADOT management.

Approves all changes to scope, schedule, and budget throughout design and construction phases of the project. The Project Manager works in partnership with technical managers to assure appropriate resources are assigned to the project.

Initiates the contract process by creating scopes of work, participating in the selection process, negotiating the contract and ultimately accepting and signing off on the final scope of work and programmed budget for complex projects.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- The Project Manager must be familiar with the following processes: programming, development, design, construction, maintenance, ADOT organization, technical areas, scheduling techniques, work hour estimation, construction cost estimation, and project management tools, including the use of computer applications.
- The Project Manager must be familiar with general procedures of outside agencies, have an understanding of Federal and State regulations, policies, procedures, and guidelines as applicable to the Project Development process.
- Demonstrate, through professional licensure and experience, knowledge of the principles and practices of Civil Engineering as applied to development, design, construction and maintenance of the State Highway System.

Skill:

- Effective verbal and written communication skills encompassing a broad spectrum of administrative and interpersonal relations and responsibilities are necessary.
- This position must have the ability to communicate clearly and concisely with a wide range of professional and governmental representatives and the public.
- The Project manager must be capable of representing the Department in a positive manner by establishing trust and positive perceptions.
- Problem solving, negotiation, mediation, conflict resolution and motivational skills are necessary.

Ability:
- Ability to communicate clearly and concisely with a wide range of professional and governmental representatives and the public.
- Ability to respond to verbal questions from the public and governmental representatives.
- Analytic and interpretive ability to understand and apply complex state and federal regulations relating to highway development.
- Ability to analyze and evaluate a wide variety of engineering data and to develop and implement appropriate standards, procedures, and priorities for work assignments.

Selective Preference(s):

A Bachelor's degree in Civil Engineering; or a related degree with 2 years experience equivalent to a Transportation Engineering Specialist.
The ideal candidate will have knowledge of the ADOT Project Development Process and 2 years experience managing transportation projects. Excellent communication and computer skills.
Completion of ADOT course: Managing the Project Development Process.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Registration in the State of Arizona as a professional Civil Engineer or closely related engineering field, which is appropriate for the area of assignment, or proof of eligibility for reciprocity is required at the time of appointment. If proof of eligibility for reciprocity is accepted, Professional Engineer registration with the State of Arizona will be obtained within one year.
