DES is seeking an experienced and highly motivated individual to join our team as an Identity and Access Management (IAM) Manager. This position is an IT leadership role whose primarily responsible for the development and support of Identity and Access Management standards, procedures, systems, and tools. As well as leading the technology delivery of IAM solutions while adhering to established regulations and policies throughout the enterprise. This individual will serve as a point of contact and responsible party for audit responses and finding resolution in relation to applicable access management controls. The IAM manager position requires the ability to work in a team environment with specialized IT professionals skilled in enterprise level technologies and architecture. This position also requires a self-motivated individual that can work with minimal direct supervision.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Adapting unit and agency plans and priorities to address resource and operational challenges. Ensuring proper incident management, problem management, and root cause analysis processes are followed, ensuring maximum business uptime and minimal business disruption.
• Make decisions guided by policies, procedures, and business plans and partnering with senior leaders to provides the right access to the right people at the right time for all technology platforms and applications, keeping enterprise systems on-line and operational in accordance with agency policies, operational standards, and guidelines.
• Oversight of support and maintenance, governance, and customer service of identity and access management. Working with auditors and senior leadership to ensure IAM related responses to audits and audit findings are prompt, accurate, and complete.
• Assist with direction and execution of an IAM roadmap that meets requirements including, but not limited to, security for hybrid cloud deployment, cloud/mobile computing, fine grained access control, policy driven security, role-based identity management, access management, and privileged access management, user provisioning/de-provisioning, and federation.
• Manage professional employees and/or supervises medium to large complex technical or business support or production operations team(s) along with providing leadership to staff. Plans and directs the day-to-day functional activities of assigned staff.
• Creates and promotes a productive work environment, ensuring that necessary skills and competencies are in place to meet goals of the unit.
• Provides technical guidance to employees, colleagues and/or customers. Utilizes Active Directory, ADFS, Okta, and Azure. Active Directory, Access Management, Privilege Account management, and access audit responses.

This ideal candidate for this position will have:
• Bachelor's degree plus 5 or more years of related experience in related discipline (or equivalent experience).
• Identity System Administration or SSO experience 3+ years
• Management experience 5+ years
• IT Operations experience 3+ years
• Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
