Job Summary: The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF) is seeking a highly skilled and experienced Statewide Accountant III to join our team. This pivotal role will be responsible for key areas and critical assignments within the statewide accounting program, requiring a professional who can navigate complex and unique challenges with minimal supervision. The ideal candidate will apply their deep understanding of Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), and Governmental Accounting Standards Board (GASB) pronouncements to a governmental environment. You will take a leading role in complex, statutorily mandated assignments, including reviewing and recommending changes to statewide accounting policies and procedures, and ensuring the accuracy of data for Public Information Requests. This role is instrumental in the preparation of statewide financial information and reports, including significant contributions to the Annual Financial Report (AFR) and the Report of Outstanding Indebtedness. You will also develop and maintain Standard Work, collaborate on process improvements, and potentially contribute to the enhancement and testing of a statewide financial system. Furthermore, you will review and recommend policy and procedure changes to the State Comptroller, ensuring the integrity of statewide financial data. Secondary responsibilities will include reviewing agency system security, conducting internal control reviews, and contributing to the Statewide Annual Comprehensive Financial Report (ACFR). This position requires a professional who can provide expert guidance to agencies, the Joint Legislative Budget Committee (JLBC), and the Office of Strategic Planning and Budgeting (OSPB) in problem resolution, and who may be required to testify on work performed. Job Duties:Completion of complex accounting assignments, applying advanced knowledge and technical skills.
Develop and provide recommendations for process improvements, leveraging specialized technical expertise.
Compose and review draft training and guidance materials on complex accounting subject matters, exercising significant discretion and judgment.
Respond to inquiries from agencies, boards, and commissions, providing expert guidance and conducting necessary research to resolve problems.
Draft correspondence on sensitive accounting matters, requiring considerable discretion, judgment, and negotiation.
Knowledge of:
- Extensive knowledge of GAAP, GAAS, FASB, GASB, and other related publications
- Comprehensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
- Comprehensive knowledge of other agencies' operations and financial structure
- Comprehensive knowledge of reference materials such as federal regulations (e.g., OMB Circulars), Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures, and the information contained therein and its applicability to the assigned area
- Substantial knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance, and final technical report referencing
- Substantial knowledge of the methods and techniques of development of data processing relating to large financial systems
- Progressive knowledge of legal requirements impacting the area of assignment
- Customer service etiquette

- Analyze data and interpret that data
- Embrace change and learn new skills
- Certified Public Accountant license preferred
- A Bachelor's degree in accounting or related field is required
- Background and reference check, including a criminal records verification
