Job Summary:The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is seeking a highly skilled and experienced Statewide Accountant III to lead and manage critical statewide accounting functions. This position requires advanced professional expertise to address complex accounting challenges in a governmental environment. Under minimal supervision, the successful candidate will apply GAAP, GAAS, and GASB standards while overseeing compliance with federal and state statutes. Responsibilities include managing federal grant compliance, monitoring SEFA and Single Audit requirements, preparing the Statewide Cost Allocation Plan (SWCAP), and contributing to financial system development and improvement. Additionally, this role involves advising on policy enhancements. The Statewide Accountant III provides expert guidance to agencies, ensures data accuracy, and actively participates in process improvements. Job Duties:- Acts in a leading role for the monitoring of and providing guidance for grants and other federal monies to comply with Federal regulations
- Acts in a leading role for the preparation of the Statewide Schedule of Expenditures of Federal Awards
- Performs a lead role in the completion of complex assignments by subordinate or other assigned professional and/or technical staff
- Composes or reviews subordinate or other assigned professional and/or technical staff draft correspondence dealing with subject matters in ways that call for considerable discretion, judgment or negotiation, replying to inquiries, presenting and requesting information
- Responds to agencies, board and commissions, and the JLBC and OSPB by providing guidance and/or research necessary to resolve problems or situations defined by the requesting entity
- Makes recommendations for improvement, applying knowledge and skills of own technical specialty
- Monitors subordinate or other assigned professional and/or technical staff follow-up activities on auditor general recommendations
Knowledge of:
- Extensive knowledge of GAAP, GAAS, FASB, GASB and other related publications
- Comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
- Comprehensive knowledge of other agencies operations and financial structure
- Comprehensive knowledge of reference materials such as federal regulations, (e.g., OMB Circulars), Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures and the information contained therein and its applicability to the assigned area
- Substantial knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance and final technical report referencing
- Substantial knowledge of the methods and techniques of development of data processing relating to large financial systems
- Progressive knowledge of legal requirements impacting area of assignment

- Work within guidelines of established methods; obtaining, clarifying and providing information within established parameters
- Analyze data and interpret that data
- Embrace change and learn new skills
- Certified Public Accountant license is preferred
- A Bachelor's degree with a major in accounting from an accredited college or university, OR a Bachelor's degree in a related subject with a minimum of 24 semester hours in accounting courses and an additional 18 hours in business related courses.
- A license as a Certified Public Accountant by the State of Arizona may substitute for the accounting degree
