Purpose and Scope:
We are looking for a Senior Product Owner/Product Manager with proven experience driving product strategy and delivery for highly technical products. The successful candidate will be able to understand business needs, data requirements, and the technical ecosystem of their product to develop product strategies and plans that meet the challenges of government healthcare directives. The successful candidate will have Product Management experience and will interface with customers and teams to define the team’s roadmap, objectives, and features and perform analysis throughout the Agile lifecycle to ensure we are optimizing value delivery for our clients and end users. Experience building and managing data platforms, APIs, and data processing pipelines is highly valued.
Essential Responsibilities:
Define the product or team's vision within the scope of a particular team, product or feature set, ensuring alignment with user needs and business objectives. Develop a clear perspective on future goals and definitions of success for the team/product and actively contribute to developing the long-term product vision and approach.
- Develop expertise in the policies, operations, and targeted outcomes enabled by the team’s work; Build a deep understanding of user needs, behaviors, and pain points that guide product strategy and decision-making.
- Interface with Federal customers, end users, and Human-centered Design (HCD) researchers to identify and validate user and business needs.
- Understand the scope of the enabler work and collaborate with System Architects, SMEs, Engineers, and others to assist with product planning and decision-making.
- Understand, visualize, and manage upstream/downstream dependencies.
- Prepare for and Participate in Quarterly (PI) Planning
- Support and lead Agile ceremonies (including planning, refinement, retrospectives, and standups)
- Develop actionable and value-driven features and stories, working with the team to define benefit hypothesis and acceptance criteria.
- Collaborate with the development and testing team to ensure the implementation of the system tests.
- Provide operational, tactical, and strategic inputs to accomplish program goals, meet planned deliverables, and exceed user satisfaction.
- Drive delivery and continuous improvement by utilizing feedback and metrics to identify areas of opportunity
- Provide proactive and open communication across the program and stakeholders for transparency and awareness of progress and impediments.
- Bridges the communication between the agile/project teams and key stakeholders by building and maintaining relationships
- Constantly refine and stay current with emerging themes in larger Medicare policy and data communities.
- Works alongside the Group Product Manager to collaborate and contribute to product strategy and strategic decisions.
Minimum Position Knowledge, Skills, and Abilities Required:
- 10+ years product management experience with demonstrated proficiency in multiple disciplines/technologies / processes related to the position, as well as 5+ years working in an agile environment on complex projects
- Strong analytical skills and innovative thinking
- Proficiency in leveraging data and metrics to make informed decisions, optimize product performance, and drive strategic changes
- Ability to make high-impact decisions, often in ambiguous situations, considering long-term consequences and organizational goals.
- Experience in leading collaborative efforts across multiple teams and functional areas, actively works to break down silos between teams for the betterment of the program; Ability to lead collaborative workshops that drive results.
- Demonstrated experience working on large integration systems and executing large-scale projects from conception through implementation
- Demonstrated effective verbal and written communication skills for the purpose of providing and explaining technical and project-related information to customers, vendors, senior management, and staff
- Strong knowledge and experience in software development in an agile environment and lean process management; capable of interpreting, applying, and augmenting Agile best practices as necessary to drive positive outcomes for the team
- Must be able to work with people at all levels of the organization, including outside consultants and vendors, and influence others without formal authority
- Ability to work in a fast-paced and time-sensitive environment
- Demonstrated knowledge of product management/product discipline and human-centered principles
- A self-starter with the ability to work independently with a proactive mindset
- Ability to identify and resolve complex issues with a bias toward action
- Experience using JIRA, Confluence, and Slack
Desired Qualifications:
- Experience building and managing data platforms, APIs, and data processing pipelines
- SAFe PO/PM certification or experience operating using SAFe principles
- Experience delivering projects with the Centers for Medicare and Medicaid Services (CMS)
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be 25% per year.
