Job Summary:

The Arizona Department of Administration (ADOA), State Procurement Office (SPO) is searching for a talented and dedicated Sr. Compliance & Training Manager to join their team. This individual will play a vital role in ensuring that all SPO operations and state-wide procurement activities are conducted with the utmost integrity and in strict adherence to the Arizona Procurement Code and all applicable laws. The Sr. Compliance & Training Manager will be a champion of compliance, developing and implementing best practices, policies, and procedures that promote transparency and accountability. This role involves working closely with state agencies, empowering them to procure goods and services efficiently and ethically through delegated authority, while also providing expert guidance and support on all procurement matters. The ideal candidate will possess a deep understanding of procurement law, exceptional analytical and communication skills, and a passion for fostering a culture of compliance within Arizona's public procurement system.

Job Duties:

Manage the Delegation of Authority (DoA) Program:

  • Oversee the systems and processes for issuing Delegation of Authority letters to SPO personnel and state agencies
  • Maintain comprehensive documentation and standards governing statewide procurement
  • Drive continuous improvement of procurement-related documents, including Technical Bulletins, Procurement Manuals, Standard Procedures, templates, and contract boilerplates

Lead SPO's Strategic Objective (SO) for Compliance:

  • Manage the Compliance SO, driving continuous improvement initiatives and breakthrough projects
  • Lead and mentor the SPO compliance team, providing guidance and feedback on compliance-related projects

Provide Legal Counsel and Support:

  • Collaborate with the Attorney General's office to provide legal counsel to state procurement professionals on interpreting and applying the Arizona Procurement Code
  • Offer legal expertise and recommendations based on case law and best practices
  • Oversee protests, appeals, and contract disputes

Develop Policies and Procedures:

  • Assist the State Procurement Administrator (SPA) in developing forms, documents, and policies
  • Provide legal counsel on key solicitations, terms and conditions exceptions, and unique procurement requests

Monitor Legislation and Initiate Improvements:

  • In conjunction with the ADOA legislative liaison, track legislation that may impact the Procurement Code and procurement processes
  • Proactively identify and initiate improvements to the Procurement Code through legislative bills or rule changes
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes, rules, and regulations related to government procurement, with specific expertise in the Arizona Procurement Code
  • Comprehensive understanding of contract administration processes and procedures, including solicitation, award, execution, and closeout
  • Familiarity with best practices for determining and implementing appropriate sourcing strategies and methods
  • Supply chain, logistics, and resource management principles
  • Effective research methods for gathering and analyzing information related to procurement and compliance

Skills in:

  • Proficiency in applying Lean tools and methods for process improvement
  • Strong negotiation skills to achieve favorable outcomes in procurement transactions
  • Developing and maintaining procurement compliance metrics and monitoring strategies
  • Excellent written and verbal communication skills to interact effectively with diverse stakeholders
  • Proficiency in developing and executing various solicitation techniques
  • Proven ability to lead and manage teams, using a variety of leadership styles and tools
  • Managing complex projects, including planning, execution, and monitoring

Abilities:

  • Develop and implement comprehensive compliance management strategies aligned with business goals
  • Develop effective monitoring and reporting tools to ensure contractual compliance
  • Interpret and apply applicable laws, rules, policies, and procedures
  • Strong relationship management skills to build and maintain positive working relationships with internal and external stakeholders
  • Influence peers and agency leadership to promote compliance
  • Develop direct reports through coaching, feedback, and mentoring
  • Conduct data analysis to produce effective and accountable contracts
  • Capacity to think strategically and proactively identify potential compliance issues and solutions
Selective Preference(s):
  • Juris Doctor (JD) degree
  • 7+ years of direct experience in supply chain management or a related field within a governmental setting
  • Professional certifications in supply chain management, particularly those relevant to public procurement. (e.g., Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB))
Pre-Employment Requirements:
  • Background and reference check, including a criminal records verification
