Senior Product Delivery Manager (Remote)

Overview
GovCIO is currently hiring for a Senior Product Delivery Manager to provide support to the Department of Veterans Affairs (VA) Digital Transformation Center (DTC) Program. With your cyber security knowledge and your leadership skills, you will provide support to the VA DTC Senior Director and the VA Software as a Service (SaaS) portfolio regarding initiatives. Additionally, you will drive transformation by maturing the DTC program’s security processes, reporting and policies. As a quick learner, you will gain the program-wide understanding required to create executive-level briefs that convey the optimal message and goals for security efforts in both tactical and strategic domains. This position will be a fully remote within the United States position.
Responsibilities
You will work directly with subject matter experts in project management and cyber security to plan, track, progress and achieve the organization’s delivery objectives. Experience working with a civil agency is preferred; experience working with the Department of Veterans Affairs is greatly desired. The environment is dynamic and client needs are often evolving. As such, your thought leadership, problem solving, and rapid learning skills are needed to lead our clients through conceptualization, strategic planning, and execution. Your flexibility, innovative mindset and forward-thinking views are critical for this role. Finally, your communication and leadership skills will be the linchpin for your success.
To excel in this role, you will:
- Support DTC’s SaaS portfolio, PaaS portfolio, and Software Factory efforts as they relate to VA cyber security, project management, and business process requirements.
- Create executive level briefings and/or reports related to VA DTC security authorization status, progress, and planned milestones.
- Create Standard Operating Procedure (SOP) documentation related to business processes within a large onboarding program for external services, as requested.
- Support the development of go-to-market planning that focuses on improved delivery, efficient operations, and making cost reductions in the overall cybersecurity workstream.
- Support emphasis on cost savings in the form of reusable technology, templated artifacts, and funding optimization.
- Assist the DTC in understanding the VA perspective as it relates to current and future trends and changes.
- Leverage customer insights to establish and prioritize business goals and objectives across the SaaS portfolio.
- Develop customer-facing roadmaps and Standard Operating Procedures to illustrate key strategic decisions as they relate to product delivery.
- Support the VA SaaS Director in proactively removing blockers and determining risk mitigation strategies.
- Identify emerging patterns, within VA, other agencies, and the industry, that will assist DTC to streamline its processes, remove or limit redundancies, and lower total cost to improve the ROI for continued investments in DTC programs.
- Develop documentation demonstrating the value of DTC’s impact to the security and financial management within VA.
- Provide monthly project updates showing meeting, completed tasks, and any strategic documentation.
- Assess program/project roadblocks and provide mitigation plans for potential risk items to stakeholders.
- Plan, schedule and facilitate discussions to ensure priority task items are satisfied across workstreams.
- Develop SOPs, emails, and workflows in response to current challenges being faced.
- Work with cross-functional teams to support day-to-day operations and achieve program objectives.
- Act as a trusted advisor in an objective third-party capacity to federal clients, providing consultative services and thought leadership.
- Develop and nurture excellent client relationships and act as communication conduit to executive sponsors & stakeholders.
Qualifications
Bachelor's with 8+ years (or commensurate experience)
Required Skills and Experience
- Clearance Required: Public Trust
- Experience providing program, product, and project management support to a government client
- Experience with security authorization processes and requirements
- Proficiency in taking a vague request to a customer ready deliverable
- Experience with managing diverse IT projects both large and small and be well-versed in full systems development life cycle and strategic information planning, including agile development and DevOps environments
- Proficiency with Microsoft Office suite of tools and Microsoft SharePoint
- Excellent writing, oral communication, and presentation skills
- Highly motivated & ability to take initiative
- Ability to work in a fast-paced environment
- Works independently with significant latitude for decision making, and with minimal guidance and supervision
Preferred Skills and Experience
- Dept. of Veteran Affairs or other federal agency consulting experience
- Experience with Product/Program/Project Management
- Experience with FedRAMP authorization processes and requirements
- Experience with Risk Management Framework (RMF) processes and requirements

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
