Senior Manager, Clinical Site Budgeting and Payments Project Management – IPM, CBO

General Description:
The Senior Manager works closely with the Head of CBO, IPM Director, and R&D Finance teams to report on investigator grants and vendor service fees expenses and accruals. This role partners closely with the CBO BeiGene Estimate Support Team (BEST) to review the monthly clinical investigator grants expenses, accruals, trends, and forecasts under BeiGene sponsored clinical trials as clinical investigator grants costs directly impact BEST Investigator Grants estimates. In addition, this position is responsible for the management of clinical vendor invoices and approval and working directly with payment vendors to ensure accurate and timely replenishments of funding to enable on-time clinical payments to our investigative sites and creating Purchase Orders (POs) for clinical vendors. The Senior Manager partners with Global Clinical Vendor/Partnership Management & Transformation on escalations relating to payment vendors’ deliverables and to deliver on quarterly Joint Operations Committee (JOC) meetings.
Under the remit of the Senior Manager includes leading global project management responsibilities within the Investigator Payments Management (IPM) department under CBO. The Senior Manager supports our robust organization and Sponsor of Choice initiative by fostering a collaborative and results-driven work environment while driving Operational Excellence through optimization of project planning, improvement of business processes and continuously driving desired business outcomes and results.
Essential Functions of the job:
Cost Analysis:
- Proactively monitor and analyze clinical investigator grants expenses on a monthly cadence and provide analysis to IPM Director.
- Perform monthly Budget vs Actuals (BvA) analysis on BEST Investigator Grants budgets and actualized (invoiced and accrued) clinical investigator grants expenses utilizing R&D finance data.
- Partner with R&D finance and payment vendors to perform quarterly reconciliation of service fees.
- Create and amend Purchase Orders.
- Replenishment of funds for Purchase Orders.
- Analyze month over month (MoM) clinical investigator grants payments (by payment vendors) to sites and perform reconciliation against bank account transactions. Report analysis to IPM Director, R&D Finance, Treasury and other BeiGene internal stakeholders.
- Respond to ad hoc financial analysis requests relating to payment vendor service fees and clinical investigator grants costs from various stakeholders.
- Provide analytical support for special projects and strategic initiatives.
- Operate as primary liaison for BeiGene Finance while ensuring and managing the alignment of payment processes and timelines.
Financial Modeling:
- Develop and maintain financial models to support business scenarios, internalization of site payments, changes in scope of vendor agreements and new vendor services.
- Analyze the impact of potential business initiatives on financial outcomes.
Financial Forecasting:
- Prepare and maintain rolling financial forecasts to support strategic decision-making.
- Identify trends, risks, and opportunities by analyzing historical and projected financial data.
Project Management:
- Provide project management support for IPM projects.
- Establish clear processes for team management and communication.
- Drive strategic team decision-making and delivery of team goals and objectives.
- Lead process improvement initiatives and optimize team efficiency, quality, and performance.
- Collaborate with teams to deliver on commitments to the organization and patients.
- Plan and execute projects in accordance with IPM and CBO strategy.
- Facilitate alignment with key stakeholders and ensure communication across project teams.
- Develop, validate, and maintain project schedules within the IPM system.
- Plan, track, and manage project milestones, dependencies, and critical path.
- Lead and facilitate team planning sessions: develop team charter, define project scope, and ensure global cross-functional alignment.
- Implement sound project and risk management practices.
- Maintain and update critical information related to projects including project charters, reports, summaries, and project plans.
- Support IPM Leadership in driving deliverables forward within project timelines.
- Organize, attend, and participate in stakeholder meetings.
- Organize and prepare presentations for all relevant project meetings and discussions.
- Document and follow up on important actions and decisions from meetings.
- Communicate next steps with identified stakeholders in a timely manner and holds team members accountable for action items.
- Assist IPM Leadership with driving and developing process improvement guidelines and Policies.
- Helps to ensure documentations are filed per company Standard Operating Procedures (SOP) and Work Instructions (WI).
- Serves as point person for all project queries and liaison between departments/IPM Leadership.
- Participate in IPM leadership meetings.

Qualifications:
- Bachelor’s degree from an Accredited College
- 7+ years’ experience in finance, biotech, pharmaceuticals, or a related field in the biotech/pharmaceutical industry
- Fluent in written and verbal English.
- Strong Excel and financial system (SAP, Oracle, Ariba) experience with ability to manipulate and interpret key financial data.
- High level of accuracy and attention to detail.
- Demonstrated experience of prioritizing workload and managing multiple tight deadlines effectively under pressure in a fast-paced environment.
- Project Management Certification.
- Strong interpersonal skills, leadership, negotiation, analytical and problem-solving skills
- Must be highly multi-tasked and meet compressed timelines.
- Ability to set priorities and juggle multiple demands.
- Ability to think critically and be a proactive problem-solver.
- Ability to work independently while exercising initiative, flexibility, and sound judgment.
- Prior experience in clinical payments, finance and/or accounting.
- Prior experience in clinical and drug development in the biotech/pharmaceutical industry.
- Prior experience in clinical business operations, business process management, project management.
Computer Skills:
- Advanced knowledge Microsoft Office - Word, Excel, Power Point and MS Outlook; Smartsheet, SharePoint, MS Teams
