The Child Care State Capacity Building Center’s Senior Infant/Toddler Technical Assistance Specialist delivers training and technical assistance (T&TA) to Child Care Development Fund (CCDF) grantees and their partners to strengthen the child care policies and practices that improve the quality, supply, and accessibility of infant toddler care.

The ideal candidate will have both extensive background and experience with CCDF implementation and early care and education (ECE) systems at the state or national level. The ideal candidate will have deep knowledge of CCDF regulations and have led efforts to meaningfully include the unique needs of infants, toddlers, their families, and the infant/toddler (I/T) child care workforce in I/T quality initiatives, professional development systems, child care licensing, and subsidy programs. Experience in infant/toddler topical areas related to CCDF with knowledge of supporting infants and toddlers with developmental delays and disabilities, those experiencing housing insecurity or homelessness, infant early childhood mental health promotion and prevention activities, infant/toddler supply building strategies such as contracts for slots, relationship-based caregiving, infant/toddler development, including early literacy and math, infant/toddler specialist networks, infant/toddler workforce innovation, and mixed-delivery systems of care is preferred.

The Senior Infant/Toddler Technical Assistance Specialist delivers virtual and in-person relationship-based T&TA with confidence and comfort, interacts with integrity, embraces differences, and brings their passion for supporting access to quality care for babies, toddlers, and their families.

This position is full time and home based with up to 30% travel to provide technical assistance and attend related conferences and meetings.

Technical assistance is defined as both onsite and offsite activities, such as consultation, meeting and conference presentation and facilitation, support of peer-to-peer opportunities, information gathering, review of materials, participation in and leadership of workgroups, strategic planning, and training design and delivery for a wide range of early childhood content areas, including mixed delivery and early childhood systems-building efforts.   

Key Responsibilities:

Collaboration and Client Focus

  • Support the OCC’s designated priorities and special projects, including development of TA materials and resources 
  • Builds strong, positive relationships with OCC, clients, and partners through ongoing communication, collaborative planning, and shared problem-solving to respond to needs and priorities  
  • Collaborate closely with OCC staff and other federal partners in the planning and of training and/or TA to CCDF grantees and other partners in the child care sector

Expertise and Scope

  • Apply expert knowledge and skills, and stay abreast of the latest trends, research, tools, and resources that support CCDF implementation, early childhood system building, and multiple I/T topics, including relationship-based care, I/T networks, workforce supports, mental health, I/T policy and quality initiatives, supply building, and research related to I/T development
  • Engage with states, territories, and Tribes to meet their goals for planning and implementation of I/T systems of care through strategic planning, results-based facilitation, active listening, analysis, strategy, resource and policy development, and reflective thought partnership to support a wide range of impacts, contributing to changes in infant toddler policies and practices  
  • Lead the development and delivery of intensive, individualized TA to CCDF grantees and their partners in a manner that is responsive to the unique needs of each state, territory, and Tribe
  • Contribute to the development of group technical assistance opportunities focused on facets of I/T systems of care including the research, preparation and facilitation of peer learning groups and trainings  
  • Facilitate peer linkages between states and/or territories to support shared learning
  • Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks, adapting as conditions shift

Communication and Performance

  • Demonstrate a broad understanding of CCDF, T&TA approaches, and I/T subject matter
  • Support data collection and stay up to date on I/T research and best practices
  • Demonstrate good judgment in leading, planning, and delivering TA and client deliverables on multiple I/T topics and activities
  • Support quality assurance, continual quality improvement activities, and ongoing evaluation of work
  • Track and document T&TA delivery according to protocols and timelines

Basic Qualifications:

  • Bachelor’s degree in early childhood education, public policy, public administration, or management
  • 8+ years of experience providing support in the field of early childhood education, public policy, public administration, or management
  • 8+ years of experience providing T&TA at the state-level
  • 5+ years of experience at the state or national level, focusing on early childhood, I/T policies, regulations, and systems
  • 5+ years of experience and deep knowledge of CCDF regulations and program implementation requirements, including I/T systems of care, policy, quality initiatives, supply building strategies, and workforce supports
  • 5+ years of experience developing T&TA content for state and territory child care leaders, their partners, intermediaries, and I/T providers

Preferred Skills/Experience:

  • Master’s degree in early childhood education, public policy, public administration, or management
  • Content knowledge on licensing, quality rating and improvement systems, early childhood systems building and financing, I/T care, and supply building
  • Experience working with multiple early childhood education partners as a participant, content advisor, and TA provider
  • Experience supporting the implementation of the CCDF program at the federal, state, or local level
  • Collaboration and partnership experience across early childhood education systems, including state and federal partners
  • Experience working collaboratively using a strength based and solution focused approach
  • Experience with problem-solving and taking initiative to address issues or improve outcomes
  • Experience applying detailed knowledge of organizational procedures to make informed decisions
  • Experience with Smartsheet and other project management tools to track tasks, including developing timelines, work plans, milestones, development, and implementation
  • Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Teams), and other E-learning webinar, and project management tools including Smartsheet
  • Bilingual and able to read, write, and speak Spanish proficiently 
  • Ability to use technology tools and platforms (such as Microsoft Teams and Zoom) for remote meetings, collaboration on document development, and other communications
  • Proficient in American Psychological Association (APA) citation style

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$76,848.00 - $130,642.00
