ICF seeks a self-motivated Senior Community Development Specialist to be an integral member of our technical assistance team that supports capacity building efforts for U.S. Housing and Urban Development funding programs. This position will initially be assigned to work on ICF’s HOME Investment Partnerships Program (HOME) engagements, providing technical assistance and implementation support to state and local governments and on behalf of the U.S. Department of Housing and Urban Development. This position may also support technical assistance projects related to the one-time HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program, national Housing Trust Fund (HTF) Program, Community Development Block Grant (CDBG) Program, as well as state and local affordable housing initiatives. For this reason, ICF seeks candidates with a strong HOME background and direct experience implementing a variety of affordable housing programs. Experience should include interpreting and applying federal statutes, regulations, and guidance; developing policies and procedures; soliciting and reviewing funding applications; interpreting and enforcing legal documents, and managing compliance.

The incumbent of this position will benefit from a strong understanding of best practice housing strategies and approaches to serve low-income, vulnerable, and historically marginalized populations. The ideal candidate will have a proven track record of planning and implementing equitable affordable housing strategies for local, regional, tribal, and/or state entities.  

You must be a pro-active team player able to work in a collaborative, fast-paced environment. You will be responsible for supporting a wide range of technical assistance engagements, providing guidance to grantees and federal partners, and developing products and written materials designed to help improve the effectiveness of federally-assisted housing and community development programs.

What you'll be doing

  • Coordinating components of large and small technical assistance and training engagements assisting cities, counties, states, tribes and non-profit entities in the design and implementation of HUD policies and programs.  

  • Drafting written products and tools to be applied both in specific engagements for a national audience to support local efforts to address challenges related to compliance with funding requirements and long-term housing and community development solutions.

  • Supporting the management of teams, budgets, project deliverables, communication with TA recipients, and relationships with HUD and other funders.

  • Tracking priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner.
