The Roving Finance Manager - Startup position will work in FHI 360’s Middle East and North Africa, Eastern Europe, and Latin America & Caribbean Regional Office (MENA EE LAC). MENA EE LAC regional office provides oversight of bilateral projects and support for country offices.  At the country level MENA EE LAC is accountable for establishing both the operating platform and shared services that support project implementation.

The Roving Finance Manager – Start-up position primary function is to deploy at the start of a project to lead the establishment of FHI 360 country finance functions, including systems, standards and procedures. In addition, the position will function as interim Finance Manager in an existing FHI 360  country program, in the case of a critical gap, emergency response, or scale-up, function in a finance advisory capacity to a country or project office, to develop national staff capacity within finance, and/or review and audit existing finance work in an operation, and/or develop and improve the finance provision in an operation.

Accountabilities:

  • Ensure that country set up adhere to Financial standard operating procedures, FHI 360 policies, donor and auditor requirements

  • Implement FHI360 financial systems, routines and procedures

  • Maintain overall budget control and monitor cash flows

  • Manage the finance team as well as train line managers and staff on financial responsibilities

  • Provide regular analysis and reports

  • Ensure any gap filling in the event of a vacancy of a Financial Manager.

  • Train Finance teams on FHI360 processes and tools for newcomers, and/or in continuous training.

  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.

  • Oversees the Quality Assurance team for the region supporting grants and procurement actions

  • Able to work with multiple country finance departments.

  • Prepares financial guidance to field offices through memos, updates to policies, and procedure manuals.

  • Assigns and audits the work of the finance department, while providing guidance to staff.

  • Monitors and updates the departmental budget, Quality assurance for Country offices budgets and Modifications.

  • Provide direct financial support to country offices in the whole region as needed throughout the full project cycle from startup to closeout

  • Manages the operational and strategic functions for the finance department to ensure compliance and efficiency.

  • Provides recommendations and consults with management on financial performance and enterprise risk management.

  • Develops and implements process improvement plans for the Regional Office to ensure financial controls and operational procedures.

  • Provides leadership in financial reporting for annual budget planning, audit reviews, and assessments processes.

  • Develops capacity of team performance and drive for excellence.

  • Is well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.

  • Has significant experience with USAID financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.

  • Full knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.

  • Has significant experience with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.

  • Full knowledge and experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.

  • Accounts for the budget, procedures, and training of staff to achieve results.

  • Develops and recommends solutions to help management meet the internal and external needs of the company.

  • Reports to the Director, Regional Finance and Operations support.

Education:

  • Bachelor's Degree or its International Equivalent.

Experience:

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level. Past experience managing a financial analysis department is required.

  • USAID experience is a must.

  • Experience managing/leading a finance department is required.

  • Articulate, professional, and able to communicate clearly and positively with clients and staff.

  • Must be able to read, write and speak fluent English; proficiency in Spanish and Arabic is a plus.

  • Experience in MENA EE LAC Region is a plus

  • Prior work in a non-governmental organization (NGO) required.

  • Experience working with an international organization.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $100,000 - $120,000

International hiring ranges will differ based on location.
