Proposal Operations Strategic Outsourcing Manager

Responsibilities

Peraton has an immediate opportunity for a Proposal Operations Strategic Outsourcing Manager. This is a hybrid position, primarily working remotely and on-site at Northern Virginia offices (Herndon, Chantilly, Reston) as needed.  This is a key position within the Proposal Operations organization that actively manages the contract staff procurement process including vendor setup, order placement, contractor onboarding, and invoice reconciliation and payments. You will partner closely with internal and external stakeholders to ensure timely resource engagements, process efficiency, and compliance with organizational procurement policies.

 

Responsibilities include:

  • Develop and maintain relationships with suppliers that provide qualified, cost-effective staffing solutions
  • Work with the Peraton procurement team to execute new supplier agreements and renew existing agreements
  • Communicate with resource managers to understand staffing needs and recommend suppliers
  • Support Peraton’s procurement process by obtaining necessary approvals and creating accurate and compliant purchase requisitions for contractor engagements
  • Enter and follow-up on requests for contractor credentials, licenses, and IT hardware
  • Ensure suppliers adhere to purchase order terms and conditions through consistent communication and performance monitoring
  • Manage the invoice approval process, ensuring invoices align with purchase order terms, and resolve any discrepancies or issues
  • Coordinate with the Peraton business office to manage accrual planning
  • Provide product management support for internal contractor management systems by identifying system enhancements, coordinating updates, performing testing and conducting end user training

Qualifications

Required

  • Experience with procurement process and an understanding of supply chain management
  • Proficiency in MS Office products (Excel, Word, and PowerPoint)
  • Strong attention to detail and ability to manage fast paced, complex procurement processes and documentation
  • Requirements analysis and interpretation skills required (technical, financial, contractual, and administrative)
  • Excellent communication and interpersonal skills to effectively interact with suppliers, contract resources, and internal teams
  • Strong written and oral communication and presentation skills
  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD (additional experience in lieu of education will be considered)

Desired

  • Experience with software tools such as Service Now, Deltek, Costpoint, and TechnoMile
  • Experience with creating and managing SharePoint lists and views

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
