Salary: $120,000 - 145,000/yearThis position allows for 3-4 days per week remote / work from home. We are seeking a highly skilled and experienced Program Manager to lead and support Electronic Medical Record (EMR) initiatives at the Centers for Medicare & Medicaid Services (CMS). In this strategic role, you will manage and oversee the execution of EMR-related projects, ensuring alignment with CMS goals for healthcare delivery, data management, and regulatory compliance. You will collaborate with cross-functional teams, government stakeholders, and healthcare providers to implement and enhance EMR systems that improve patient care and operational efficiency.

Responsibilities

  • Lead the planning, execution, and delivery of EMR-related programs and projects for CMS, ensuring alignment with strategic healthcare goals, policies, and regulatory requirements.
  • Develop and manage program roadmaps, timelines, budgets, and resources to ensure projects are completed on time, within scope, and within budget.
  • Oversee the coordination and execution of EMR integration, interoperability, and optimization efforts across CMS programs, collaborating with stakeholders from various internal departments, contractors, and external healthcare entities.
  • Provide leadership and guidance to project teams, including IT specialists, data analysts, and healthcare professionals, ensuring that all teams are aligned with program objectives.
  • Serve as the primary point of contact for all EMR program-related communications with CMS leadership, healthcare providers, and external vendors.
  • Facilitate regular status meetings, presentations, and reports to update senior leadership on program progress, risks, and mitigation strategies.
  • Develop and maintain strong relationships with key stakeholders, including healthcare providers, IT vendors, regulatory bodies, and other government agencies to ensure collaboration and success of EMR initiatives.
  • Communicate technical concepts and project status to non-technical stakeholders, ensuring clarity and understanding at all levels.
  • Identify, assess, and mitigate risks to the success of EMR programs, ensuring that appropriate action is taken to address issues and challenges.
  • Ensure all EMR projects comply with CMS regulations, healthcare standards, and applicable federal and state laws (e.g., HIPAA, 21st Century Cures Act).
  • Track and report on program performance metrics, compliance requirements, and any audit findings related to EMR systems.
  • Evaluate existing EMR workflows, systems, and processes to identify opportunities for improvement and optimization to enhance operational efficiency and healthcare delivery.
  • Support the adoption of new EMR features, tools, and technologies to enhance user experience and data interoperability.
  • Collaborate with CMS teams and external healthcare organizations to facilitate best practices and continuous improvement initiatives within the EMR environment.

Requirements

  • Bachelor's degree in Healthcare Administration, Information Technology, Business Administration, or a related field (Master’s degree preferred).
  • Minimum of 5+ years of experience managing large-scale programs or projects within healthcare IT, with a focus on Electronic Medical Records (EMR) systems.
  • Strong knowledge of EMR software platforms, healthcare data standards (HL7, CCD, CCDS), and interoperability frameworks.
  • Experience working with federal healthcare programs, particularly CMS, or other government agencies, is highly preferred.
  • Proven ability to manage complex, multi-stakeholder programs with a demonstrated track record of delivering results on time and within budget.
  • Strong understanding of healthcare regulations, policies, and industry standards (e.g., HIPAA, CMS regulations, HITECH Act).
  • Excellent communication, negotiation, and interpersonal skills with the ability to engage and influence stakeholders at all levels.
  • Expertise in program management methodologies (e.g., Agile, Waterfall) and project management tools (e.g., Microsoft Project, Jira, Asana).
