Job Description:
Parsons is now hiring an experienced Program Director focused on delivering projects and growing the Parsons business footprint in the Northeastern US intelligent transportation systems (ITS) market. This includes managing business development and sales opportunities in the region with a specific focus on New England. In this role, you will be responsible for the scope development, scope management, and commercial performance of ITS projects. You will be expected to plan and define program goals and devise methods to accomplish them; develop in-depth knowledge of client objectives, contract terms, and corporate policies; identify new clients and new project pursuits; mange the sales pipeline; develop proposals and prices. We offer the flexibility to work remotely, but travel will be expected to visit clients and Parsons offices. We look for candidates that are solutions driven, enjoy cultivating clients and new business, being technically involved in projects, and work well in a highly collaborative, team-oriented environment.
Responsibilities:
· Identifies, tracks, and manages new project opportunities.
· Identifies teaming opportunities with potential partners for project pursuits.
· Manages proposal development for new project opportunities.
· Manages existing client portfolios and cultivates new client relationships.
· Participates in professional organizations to establish client contacts and further client relationships
· Acts as the Company representative with the client and during program/project execution.
· Negotiates changes to the scope of work with the client and key subcontractors.
· Follows up on instructions and commitments associated with the project.
· Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
· Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
· Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
· Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
· Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
· Ensures that projects meet or exceeds goals established in these plans.
· Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
· Maintaining current and timely change orders.
· Promotes technical and commercial excellence on the project through the application of Quality Assurance processes.
· Monitors and reports to upper management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
Qualifications: Bachelor's degree in Engineering related technical/business field
Masters degree preferred
A minimum of 20 years of project management experience in Intelligent Transportation Systems or related projects.
Have the ability to manage projects, interface with clients, and enjoy being hands-on technically in the project.
Has a comprehensive knowledge of the concepts and application of transportation technologies and concepts such as advanced transportations management systems, ITS devices and systems, decision support systems, integrated corridor management, traffic signal systems, roadway traffic operations, transit systems and operations, and artificial intelligence.
Must meet Parsons' project management certification requirements.
Must have proven ability to perform in a management capacity, possess excellent written, and oral communication skills.
