Job Summary:

This position is responsible for the workflow, configuration and implementation of centralized record of accesses and permissions. Maintaining a complete documentation of approved applications, forms, and creating/implementing standard work from various units within the Division. Advise Management of opportunities to utilize new technology within Computer Access Request (CAR) solidifying a complete record of accesses and permissions. Maintain and update possible base CAR packages for each division, maintaining a periodic update schedule for the CAR packages to remain updated within applications and divisions. Provide monthly management reports to both Information Technology department and designated agency departments, determine that user access complies with policy and procedure. Provide training on all aspects for the centralized record of access, develop reports, quality control, and changes within Access Management and Data Security; work closely with the Information Technology department to resolve audit standards. Assist with the creation and implementation of policies and procedures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Create, implement and enforce risk analysis to determine gaps in centralized management applications. Review and update policies to keep a central record of specific applications that are provisioned by other divisions.

Maintain and update base packages for each division, while maintaining a periodic update schedule for the CAR packages to remain updated within applications and divisions. Review and update application policies with each division.

Manage workflow of Access Management and Data Security to keep data, resources, applications safe by verifying user access they need within a specific role/group. Update and maintain user accounts that have departed or transferred within the agency. Review and update application policies with each division.

Create, implement monthly management reports to both the Information Technology department and designated agency departments. Suggest improvements, generate ideas, generate statistics and improve processes within Access Management and Data Security.

Provide training to current employees and new hires on centralized record of access, develop reports, quality control, and changes within Access Management and Data Security. Work with management on developing training strategies and, implement continuous improvement initiatives.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Process improvement techniques including root cause analysis and data analysis. Principals and processes for providing customer drive. This includes customer needs assessment, meeting quality standards for services and evaluating customer requests. Knowledge of security and access processes. Overseeing customer processes into technical processes.
* State and ADOT policy and procedure, Governmental organizational structure and strategic planning

Skill:

* Skill in communicating effectively and concisely, both verbally and in writing in group settings. Both Oral and written skills required.
* Must be able to analyze data, reports and statistics. Identify waste and recommend best practices.
* Facilitation and presentation skills, Utilize data to prepare requested reports, data sets and dashboards.
* Computer skills - Must be able to navigate Google workspace (docs, sheets, slides, etc), Adobe, IT Ticketing systems.

Ability:
* Ability to communicate ideas clearly, develop creative approaches and new insights to business issues. Independently draft and present deliverables, strategies and recommendations. Conduct research using gathered data, develop recommendations for improvement.
* Ability to train employees, including continuous improvement practices and principles. Identify and solve problems. Develop and implement process change.
* Build and maintain relationships and partnerships - Works effectively with others (peers, other units, management) to accomplish goals and to identify and resolve problems at all levels of the organization.
* Present findings and make recommendations to leadership. Coordinate with project stakeholders.

* Be responsive and flexible to adapt to changing priorities and modify approaches as needed.

Selective Preference(s):

Bachelor's degree in Computer Science, Information Technology, and three years of related information technology experience or an equivalent combination of education and experience, Data Security and Access Management programming.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
