The Opportunity 

Abt Global seeks a Senior/Principal Associate with deep policy and management consulting experience relevant to Medicaid and Children’s Health Insurance Program (CHIP) monitoring and oversight. The successful candidate will have leadership roles on Centers for Medicare & Medicaid (CMS) funded projects and also support business development opportunities within Abt’s Healthcare portfolio. The candidate enjoys working with large teams and building and maintaining relationships with clients. They will maintain excellent relationships with federal agencies/sponsors as well as Abt partners and consultants and be regarded within target agencies and organizations as a subject matter expert in Medicaid and CHIP policy. 

Core Responsibilities:

  • Serve as project director or equivalent key staff for Medicaid or CHIP managed care projects; oversee activity, reporting requirements, and ensure accuracy, timeliness, and integrity with delivery of client deliverables.
  • Manage client relationships and expectations across various entities with competing interests
  • Oversee and monitor large interdisciplinary teams within Abt, including subcontractors and consultants
  • Demonstrate and apply knowledge of state Medicaid and CHIP program reporting requirements
  • Demonstrate and apply knowledge of Federal Medicaid and CHIP regulations, program implementation and monitoring as well as Medicaid managed care, quality measurement, federal authorities, capitation rate-setting, and network access and adequacy
  • Support and lead business development efforts related to health policy implementation work, particularly in the Medicaid domain 
  • Support the market team with strategic planning and the development of new products, operational plans/procedures, and technology solutions to be responsive to emerging client needs, and to help streamline and grow our portfolio of work in these areas.
  • Coach, review and delegate work to early and mid-career staff

    • Senior Associate: Bachelor’s + 12, Masters + 10, PHD + 8 years of experience 
    • Principal Associate: Bachelor’s +15, Masters + 12, PHD +10 years of experience

  • Demonstrated experience translating research and making it accessible to practice, policy, and/or government audiences. 
  • Strong interest in public policy research.

  • Experience leading large projects and business development opportunities/proposals (e.g., multiple workstreams, complex technical teams, subcontractors) related to state Medicaid, Federal Medicaid, CHIP, CHIP regulations, and Medicaid managed care required. 
  • A well-rounded interpersonal skill set with the capacity to build relationships with clients, funders, and to work effectively in a team environment. 
  • Aptitude and interest in mentoring less-experienced staff and managing multidisciplinary teams.

This position offers an anticipated annual base salary range of approximately $120,000 to $222,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
