JOB SUMMARY
As a key member of the Medical Countermeasures Operations team, the position is responsible overseeing the overall lifecycle of government contracts, and is responsible for the preparation, negotiation, acceptance, and management of government contracts, subcontracts and proposals. The position is also responsible for ensuring our documents are in adherence to government specifications and company policy, and guiding internal stakeholders on best practices, so that Emergent can continue to provide lifesaving Medical Countermeasure Solutions.
ESSENTIAL FUNCTIONS

• Manage the entire contract life cycle; including proposals, awards, change orders, modifications, etc. for moderately complex contract(s);
• Support new business initiatives to include but not limited to; reviewing solicitations and individually, lead/manage the preparation of cost/business proposal volumes compliant with federal government solicitations.
• Research and interpret government regulations as they apply to contracts and advise program management team members of contractual rights, responsibilities, and obligations.
• Advise key stakeholders of issues and recommended mitigation strategies.
• Develop and maintain positive relationships with internal and external customers, maintaining a high level of professionalism in all interactions.
• Ensure accuracy on all documentation/information provided to internal and external customers
• Serve as the internal primary point of contact for contractual issues, disputes, and resolutions for project specific internal company stakeholders (Government Contracts & Subcontracts leadership, program management, legal team, finance team, etc.);
• Maintain contract files and trackers/databases, including correspondence, research, price/cost analysis, award memorandums, modifications, changes in personnel, change proposals, etc.
• Draft contracts and recommends contract terms which minimize risk and maximizes profitability
• Act as representative liaison and point of contact with the Customer on formal communications and submittals, and as delegated, leading the negotiations for contract modifications
• Act as representative liaison and point of contact with major subcontractors on formal communications and submittals, and as delegated, leading the negotiations for new subcontracts, to include issuance and internal evaluation of RFX and debriefing of offerors, and subcontract modifications
• Analyze and interpret contract requirements, including all terms and conditions, FAR/HHSAR/DFARS, applicable laws, regulations, and corporate policies to ensure compliance and initiate corrective action as required
• Support ad hoc data calls.

MINIMUM EDUCATION, EXPERIENCE, SKILLS
Education:
• Bachelor’s Degree OR
Experience:
• A minimum of five (5) years of experience with dedicated work under U.S. Government Contracts/FAR based Federal contracting may be substituted for bachelor’s degree
• Strong knowledge of standard contracting processes
• Demonstrable understanding of standard contract terms and provisions.
• Must have the ability to communicate clearly and concisely, in written and verbal settings, highly complex topics and training information
• Excellent comprehension and analytical skills
• Superior organizational skills and demonstrated work efficiency
• Strong attention to detail, with an ability to prioritize competing projects
• Capacity to manage a heavy workload.
U.S. Base Pay Ranges and Benefits Information
The estimated annual base salary as a new hire for this position ranges from $110,500 to $133,900. Individual base pay depends on various factors such as applicant’s education, experience, skills, and abilities, as well as internal equity and alignment with market data. The salary may also be adjusted based on applicant’s geographic location. Certain roles are eligible for additional incentive compensation, including merit increases, annual bonus, [and/or long-term incentives in the form of stock options.]
