Job Description:
ICF is seeking a proactive, strategic thinking, detail-oriented individual with strong leadership qualities to help clients implement their programs to achieve energy and sustainability successes. This role will be responsible for helping shape critical program designs that drive energy efficiency, decarbonization, beneficial electrification, and equitable strategies for the next era of clean energy policies impacting our communities and our economy.

The ideal candidate will have knowledge of the energy efficiency market and be able to use that knowledge and their networks in utilities, states, and to a lesser extent industry to conduct stakeholder outreach, facilitate program engagement, and assure effective implementation of government programs, including public-private partnerships and grant programs. They will be part of a team that supports energy efficiency program sponsors, including utilities and state, local, and tribal governments.

They will also support the execution of mission-critical program infrastructure for government incentive and technical assistance programs. A successful candidate will have familiarity with clean energy policy initiatives funded by the Bipartisan Infrastructure Law and the Inflation Reduction Act.


Key Responsibilities may include, but are not limited to:

  • Develop and execute program implementation plans, including:

  • Conducting needs assessments, including stakeholder and process mapping.

  • Identifying and coordinating with clients and stakeholders to support evolving program needs and develop strategic and efficient responses and approaches.

  • Facilitate coordination through scheduling, agendas, and meeting notes.

  • Engaging stakeholders, partners, and communities, conducting outreach on behalf of the initiative, and providing expertise in meetings.


Additional Responsibilities:

  • Supporting federal and state energy efficiency program initiatives to promote energy efficiency in various sectors.

  • Serving as a liaison between government and stakeholders (e.g., utilities, state, local, and tribal governments, energy efficiency advocates) to understand the challenges and opportunities for improving clean energy adoption.

  • Conveying complex technical subjects to non-technical audiences.

  • Staying current and connected with the policy landscape and the targeted market, including trends, policies, key players, and more.

  • Contributing to the development and deployment of communications and outreach tools.


Minimum Qualifications:

  • Bachelor’s degree in sustainability, energy, or related fields.

  • 10+ years' experience in policy research and program implementation support.

  • 5+ years' experience and familiarity with programs run out of DOE’s Office of State and Community Energy Programs, including but not limited to the Energy Efficiency and Conservation Block Grant program, Home Energy Rebates Program, or Building Codes support.

  • 5+ years' experience and familiarity with the ENERGY STAR programs.

  • Solid personal computer skills (Microsoft Applications).

Preferred Skills/Experience/Behaviors:

  • Familiarity with the development/delivery of utility or other voluntary public-private partnership programs and market transformation initiatives.

  • Experience supporting the management of U.S. government energy efficiency programs, including budget and scope management.

  • Consulting experience in support of U.S. government clients.

  • Experience in developing program quality assurance plans in support of U.S. government energy programs.

  • Experience managing teams for organized and quality project delivery.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$92,986.00 - $158,076.00
