Job Summary:This position will coordinate the operation of the Balance of State Continuum of Care (BOSCOC). Collaborate with homeless and housing providers including local coalitions/continuums to end homelessness (LCEH) whose purpose is to end homelessness in the BOSCOC geographic region.

Job Duties:This position will develop and manage contracts with Local Coalition to End Homelessness (LCEHs) to meet benchmarks and performance measures at regional level. Schedule and chair Balance of State Continuum of Care (BOSCOC) collaborative committees including Governance Advisory, LCEH Leads, HMIS, Coordinated Entry, and Veterans. Organize annual unsheltered/sheltered Point in Time Count in BOSCOC geographic region. Coordinate collection of information from BOSCOC Sub-recipients and LCEH Leads required for developing the response to the annual HUD Notice of Funding Availability (NOFA). Manage BOSCOC processes and deliverables required by HUD. Provide guidance and interpretation to the BOSCOC about HUD regulations/guidelines, contract language, procurement policies and procedures. Oversee the operation of the Homeless Management Information System (HMIS) including management of the contract for the Systems Administrator Agency. Other duties include analysis of quantitative and qualitative data to inform members of the BOSCOC about the progress in meeting HUD required system performance measures. Communicate information throughout the BOSCOC membership. Ensure the active involvement, participation and representation of the Arizona Department of Housing, and as necessary, the BOSCOC with community initiatives as it relates to homelessness. Other duties as assigned.

Highest qualified candidates will have experience in / or knowledge of State and Federal funding sources; considerable knowledge and principles and practices of the administration of state agencies and management; state and federal contract management requirements; internal controls and auditing procedures; extensive knowledge of housing programs and services. Organization skills; written and communication skills; interpersonal and analytical skills; public speaking and presentation skills; conflict resolution; considerable computer skills; time management. Ability to maintain confidentiality; work effectively with superiors, subordinates and groups, outside entities and other governmental agency representatives; ability to analyze data / reports and develop sound recommendations; establish partnerships and working relationships. Knowledge and/or experience working with rural counties in Arizona highly desirable.
