Job Description:

In a support capacity to a federal agency’s health division, the Health Program Specialist Supervisor leads a team of Health Program Specialists and a Data Analyst in supporting the health division’s leadership. The Supervisor works with federal staff to optimize and manage team performance and deliverables based on requirements, performs quality control, and fosters a collaborative environment to empower and support headquarters staff. The Supervisor provides national support to the division and the federal agency as needed and leads the development of reports and instruments as required. The Supervisor also fulfills all the regular duties of a Health Program Specialist. 

Position Duties:

Supervisory tasks:

  • Act as mentor and provide training and technical assistance to Health Program Specialists as needed.  

  • Performance Management and onboarding:  

    • Monitor and support the progress of individual team members on an ongoing basis to ensure that the team is supported and meeting the customer’s deadlines.   

    • Provide updates and new guidance to the team as needed per health division requirements. 

    • Provide technical assistance to team members as needed.  

    • Provides training for new staff on all elements of the health division’s programming and GDIT processes.    

    • Monitor program areas being supported by GDIT staff and provide suggestions on process improvement when applicable.  

    • Provides oversight of the quality of work and deliverables to the customer.  

    • Monitor staff performance, providing additional training and feedback as needed.  

    • Complete Performance Improvement Plans (PIPs) as necessary.  

    • Complete annual performance evaluations and monitor staff’s progress towards annual goals.  

    • Review monthly reports; approve and submit consolidated reports as needed.  

    • Review and approve timecards, AWS requests, scheduled telecommuting requests, leave requests, and expense reports as applicable.  

  • Serve as primary point of contact for stakeholder questions, requests, or concerns as it relates to the health division/GDIT staff or overall output.  

  • Develop and maintain/update training materials   

  • Develop job aids and SOPs to assist the health division’s team  

Data Analysis:

  • Conduct programmatic and financial data collection for agency-funded health programs. 

  • Review and analyze health program grantees’ programmatic and financial reports. 

  • Conduct follow-up with grantees and federal staff on identified programmatic and financial report concerns and irregularities. 

  • Collaborate with Health Program Specialists and Data Analyst on data analysis for health programs. 

Technical assistance:

  • Provide technical assistance to grantees on health programs’ requirements and other health-related concerns. 

  • Collaborate with Health Program Specialists on complex grantee technical assistance needs. 

Monitoring:

  • Conduct and participate in on-site and desk monitoring efforts to assess health program grantees’ performance and compliance, as required by federal regulations, policies, and guidelines. 

  • Collaborate with Health Program Specialists, other federal staff, and the GDIT Monitoring and Evaluation Team on monitoring activities and initiatives. 

Partnership and communication:

  • Participate in meetings and conferences related to certain health programs. 

  • Engage in on-going communication with federal staff, health grantees, and stakeholders. 

  • Collaborate with federal staff, grantees, and stakeholders on special projects, as necessary. 

Other tasks as assigned.

This position is remote and involves 10-25% travel.

Requirements:

  • BA/BS degree in a social or health science field is required. MPH or equivalent preferred

  • At least 8 years of related experience with a BA/BS, or 5+ years with MA/MS 

  • Managerial/supervisory experience  

  • Strong organizational, problem-solving, and analytical skills required

  • Strong verbal and written communication skills required 

  • Grant administration experience preferred 

  • Experience working with vulnerable populations preferred 

  • This position requires a Public Trust investigation

The likely salary range for this position is $101,566 - $120,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
