Michael Baker International is seeking an experienced and motivated Technical Manager with Hazard Mitigation Assistance experience to join our team. The successful candidate will be a senior-level experienced manager who under general supervision, manages the work effort of professional and technical staff. This position will be an integral member of the Emergency Management and Response Office in Alexandria, Virginia . As part of this office, the Technical Manager will support contracts with the Federal Emergency Management Agency (FEMA) and may be asked to support other contracts as needs arise.  

 

The successful candidate will support for various FEMA projects and assist in expanding our teams capabilities in areas such as FEMA Individual Assistance, HMA, (including BRIC) HMGP, FMAG including programmatic communication, grants (technical feasibility and Benefit-Cost Analysis), policy and planning and will assist in various data driven activities in support of pre disaster mitigation and post disaster response and recovery. This is a remote position and candidates throughout the country will be considered. Periodic travel will be required with and some short-term deployments  are possible.

 

Responsibilities include: 

  • Provide technical guidance to build capacity of junior level Emergency Management and Response staff.
  • Direct and coordinate activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters.
  • Works with team members and clients to prepare scopes, schedules, budgets, assumptions, and constraints for projects.
  • Provide oversight for the efficient and successful delivery across the full project lifecycle.
  • Oversees adherence to project plans and established business processes, including quality and project management and standards. 
  • Participate in client meetings and follow through on assigned action items directly with clients and communities.
  • Provides guidance to team members for successful delivery across the full project lifecycle, including developing estimates and forecasts.
  • Leverages earn value management principles to develop insights for decision making.
  • Accountable for completeness and accuracy of status reports.
  • Coordinate with other managers to balance workload and staffing needs.
  • Personnel management including team building, staff mentorship and professional development.
  • Confers with team members to provide advice, counsel, and resolve problems.
  • Cultivate and manage client relationships and guide application of services to best serve the interests of the client and Michael Baker International.
  • Support business development and proposal efforts to win new work.

Successful candidates will have direct experience with HMA grants, including knowledge of pertinent regulations, application of grant lifecycle management, and experience coordinating HMA application reviews, Benefit-Cost Analysis, as well as an understanding of HMA financial and reporting requirements. Direct experience with PA-TAC or Post disaster Grant Management Support for State and large Municipalities is desired. Applicants with Post disaster response with direct Individual Assistance, Emergency Operation Center Experience and or FMAG experience are encouraged to respond as well. Other essential skills include creative problem-solving, organizational skills, financial project management skills, including earn value management, strong production management capabilities, and a proven understanding of project management methodologies. The ideal candidate will have an aptitude for leadership, a strong sense of ownership, and natural communication skills.

 

PROFESSIONAL REQUIREMENTS

  • Minimum of 10-15 years of experience in the coordination and management of non-IT projects. 
  • Four-year Bachelor’s Degree in Engineering[SS1] , Planning, Public Administration or related technical discipline.  
  • Certified Floodplain Manager (CFM).
  • Ability to obtain a Public Trust Clearance, U.S. Citizenship required due to contract requirements.
  • Strong attention to detail and demonstrated ownership and accountability for work.
  • Excellent oral and written communication skills, initiative-taking communicator and problem-solver.
  • Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities. 
  • Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.
  • Strong multi-tasking and organizational skills.
  • Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence.
  • Demonstrated supervisor and mentoring skills.
  • Must be able to build rapport and establish positive relationships with existing and prospective Michael Baker International clients to ensure client-focused performance.
  • Intermediate to advanced Microsoft Office skills, including Microsoft Word, Excel and SharePoint.
  • Solid work ethic and have the drive to be a leader in the company and in the professional community.

PREFERRED

  • Experience with the National Flood Insurance Program (NFIP) and FEMA’s Risk Mapping Assessment and Planning (MAP) Program. 
  • Ability to travel periodically, as needed (less than 20%).
  • Industry involvement (e.g. Association of State Floodplain Managers (ASFPM), Project Management Institute (PMI), etc.)

 

COMPENSATION
The approximate compensation range for this position is $116,084 to $181,290.  This compensation range is a good faith estimate for the position at the time of posting.  Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
