DES is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 1. This position will be working with direction from the Senior Financial Analyst, the Financial Analyst 1 has the primary responsibility for all forecasting, analysis, federal reporting, expense management within the division, and submitting invoice receipts in our Arizona Procurement Portal (APP). This includes preparing a variety of fiscal and operating reports that may involve detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modification; and preparing formal bill analyses, as well as cost benefit and break-even analysis. This position provides financial expertise to Department and programmatic leadership and to external partners, such as the Governor’s Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC) on financial budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Attend formal and informal meetings to ensure proper knowledge of the division and adequate communication with programmatic personnel. Prepare appropriate materials for those meetings and provide guidance and customer support.
• Research and analyze expenditure for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts.
• Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas.
• Develop and maintain fiscal summary information and resource information for assigned areas, including data such as caseload statistics, historical funding patterns, and fund sources. Prepare in-depth cost-benefit analyses and break-even analysis.
• Gathering Approvals, responding to vendors, and entering invoice information into APP. Meeting the division’s Service Level Agreement (SLA) requirements. Compile historical information throughout the fiscal year with invoices, and division spend.
• May assist in other areas as needed to support the business needs.

Selective Preference(s):

This ideal candidate for this position will have:

• Bachelor's degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university.

Pre-Employment Requirements:

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11)..

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
