Job Summary:The Arizona Department of Gaming is seeking a skilled and experienced Licensing Supervisor to oversee the licensing process for Event Wagering and Fantasy Sports Licenses. This position plays a critical role in ensuring compliance with Arizona’s gaming laws and upholding the integrity of the industry.
As the EWFS Licensing Supervisor, you will manage a team responsible for processing applications, auditing compliance of licensing, and interpreting regulatory requirements. Your expertise will contribute to a transparent and ethical gaming environment in Arizona.

Job Duties:As the EWFS Licensing Supervisor you will:
- Oversee the licensing process for event wagering and fantasy sports operators, ensuring compliance with Arizona gaming laws in addition to event wagering & fantasy sports operators, can you add management services providers, management companies, suppliers, and employees.
- Ensure all licensing activities comply with Arizona Administrative Code (Title 19, Chapter 4, Articles 1 & 2).
- Review and evaluate applications, background checks, and financial records of gaming operators, vendors, and employees.
- Identify and resolve licensing non-compliance issues with Tribal Gaming Offices and Gaming Facility Operators.
- Oversee the renewal and revocation process for licenses based on compliance status.
- Ensure compliance with the National Indian Gaming Commission’s Minimum Internal Control Standards (MICS).
- Work with internal teams to develop and improve licensing policies and procedures.
- Participate in hearings and investigations related to licensing disputes or compliance violations.
- Serve as the primary point of contact for event wagering and fantasy sports licensing matters.
- Respond to inquiries from gaming operators, law enforcement agencies, and the public regarding licensing regulations.
- Supervise and mentor a team of licensing specialists responsible for application processing and compliance checks.
- Maintain accurate licensing records, reports, and compliance documentation
- Develop and maintain licensing policies and procedures to ensure efficiency and compliance.
- Ensure confidentiality and data integrity in handling sensitive licensing information
Knowledge of:
- Arizona Tribal-State Gaming Compact sections and Appendices, including regulatory requirements for event wagering and fantasy sports.
- Arizona Revised Statutes (Title 5 & Title 13) governing gaming regulations and criminal codes.
- Applicable federal laws related to gaming operations and compliance.
- Title 41 Administrative Procedures, including administrative hearing processes and regulatory enforcement.
- Legal interpretation and application of gaming laws, rules, and regulations to ensure compliance.
- Fact-gathering, analysis, and comprehension techniques for making logical regulatory interpretations.
- Regulatory guidance and policy enforcement to support licensing and compliance operations.
- Effective communication skills to provide clear instructions and expertise to staff.
- Diplomatic and interpersonal skills for engaging with Tribal Gaming Offices and understanding Native American cultures and sensitivities.

- Conducting thorough investigations of individual applicants for tribal licenses, state certifications, or state licenses.
- Setting goals and performance metrics for the licensing unit and employee development.
- Selecting and implementing training programs for unit staff, including Special Agents and Financial Investigators.
- Providing guidance and expertise to regulatory and investigative personnel within the department.
- Collaborating with Tribal Gaming Offices to exchange and verify licensing information.
- Accurate reporting and data management to maintain compliance records.
- Coordinating and communicating with Special Agents, Company Officials, law enforcement, judicial bodies, and tribal agencies at the local and national levels.

- Minimum of five (5) years of background investigative experience in the Indian Gaming Industry or previous background/investigative/regulatory supervisory experience
- Public presentation experience.
- Experience in case management and should possess good leadership skills, to include: a strong background in investigations, interview/interrogation skills.
Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

Retirement:To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit.
