Job Summary:

To provide support to the ADOT maintenance and construction units in meeting their environmental compliance responsibilities. This person will act as a liaison between state level environmental planning resources and the needs to the district by coordinating environmental management practices on all construction, maintenance, encroachment permits and facilities related activities associated with district operations. This person will insure consistency, timeliness and adequacy of planning and compliance requirements.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Maintenance & Construction Coordination: Facilitate understanding of conditions, requirements and approvals of environmental-related submittals;
attend project partnering and/or pre-construction meetings for construction and maintenance projects. As necessary, attend regular construction status
meetings to ensure submittal reviews and needed resources are available to contractors and ADOT staff for Clean Water Act, Clean Air Act, and
Migratory Bird Act permits and other mitigation measures.

Right of Way Encroachment Permit Coordination: Work with Permits staff to review scope, route resource reports to appropriate Environmental
Planning staff for review (as necessary), and recommend appropriate permit conditions, site reviews and Stormwater Pollution Prevention Plans for
review, depending on scope of project and location. Respond to and facilitate response to environmental reviews, complaints and/or violations. Act as a
point of contact for permittees doing environmental work, such as the Adopt-a- Highway program.

Regulatory and Stakeholder Communication: Periodic communication with state, federal and tribal counterparts within District through existing forums
or one-on-one establish a Who-to-Call list with agencies. Organize an annual meeting or work with the partnership office regarding partnership
agreements and Memos of Understanding regarding work on federal lands.

Stormwater Compliance: Track permit and monitoring requirements for Maintenance & Construction activities and at Maintenance yards and facilities.
This will include working with a statewide and local level Water Resources team to carry out directives from the ADOT Stormwater Permit.
Act as a resource when there are third party requests to use or build a connection to the ADOT stormwater system.

Training, Awareness and Implementation: Keep statewide Maintenance manuals, permits and policies regarding Maintenance and Facilities Operations.
Work with individual crews to build an understanding of how to implement program requirements in work plans, preventative maintenance and routine
operations. District Environmental Coordinator can also provide the training of Construction personnel as needed. This will include acting as a liaison
between statewide and local environmental professional regarding federal and state regulations.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
* Knowledge of federal and state environmental laws, regulations, policies and processes.
* Knowledge of and demonstrated experience in environmental management and process improvement.
* Knowledge of environmental compliance requirements for a transportation agency.
* Knowledge of transportation development, construction, maintenance and operations functions.
* Knowledge of various environmental permit processes.

Skill in:
* Analytical and interpretive skills to understand environmental and cultural requirements and constraints.
* Planning and organizational skills to direct research, analyze data and prepare independent reports.
* Oral and written communication skills including public speeches and testimony.
* Negotiation and conflict resolution skills.
* Skills in coordinating the activities of consultants and ADOT staff.
* Computer skills to prepare correspondence, spreadsheets, Powerpoint presentations, schedules, Google platform.

Ability to:
* Must be able to drive a vehicle for field visits around the State.
* Ability to interpret and implement regulations relating to permits and other environmental requirements.
* Ability to effectively plan, organize and perform complex analytical environmental research involving multi- professional disciplines and processes.
* Ability to evaluate environmental site assessments, field evaluations and other special studies and documentation.
* Ability to become knowledgeable and apply all environmental compliance requirements to ADOT.
* Analytic and problem solving.
* Managerial and collaborative experience and ability to interact at various organizational levels.

Selective Preference(s):

Work experience indicating progressive responsibility and judgment with a scientific or engineering orientation.

BA or BS in science or related environmental field plus work experience appropriate to the area of assignment; OR; Master's Degree plus work experience appropriate to the area of assignment.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
