Job Summary:This position will manage and oversee employees assigned to the Employee Relations (ER) team and direct all ER-related activities. The Employee Relations (ER) Manager is responsible for performing high-level Human Resources (HR) functions and carrying out responsibilities related to ER functions. This position maintains a direct confidential reporting relationship with the Deputy Chief of Equal Opportunity and Employee Relations. The ER Manager provides guidance and consults on a broad range of employee relations issues, including ADOT policy, AZ Personnel Rules, AZ State Statutes, and Federal rules/laws/regulations. This position will ensure compliance with all employment laws, personnel rules, guidelines, and agency policy and procedures, and assist in developing & promoting positive business practices to improve employer/employee working relationships at all levels in the agency.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Directs and manages subordinates; provides guidance and leadership to staff, devises itineraries, agendas, and/or timetables for staff on a daily or weekly basis, assists staff with problem-solving, work methods, and processes. Consults with agency management and team members on all areas related to ER matters.
Directs, manages, and provides guidance to ensure successful administration of processes such as; progressive discipline (informal & formal), reasonable suspicion and drug & alcohol testing procedures, and the Arizona State Employee Driver Record Application (ASEDRA).
Determines if incidents reported that involve employee-related concerns require an investigation. Conducts ER investigations by conducting research, completing interviews, and analyzing data during the investigative process. Prepares reports, makes recommendations for discipline, and records findings. Ensures investigative reports and employee discipline are administered or completed timely.
Develops and tracks agency metrics and ensures trackers are up-to-date with correct information. Conducts policy reviews, reviews investigative reports, and makes appropriate corrections. Ensures compliance with all employment laws, personnel rules, guidelines, and agency policies and procedures.
Provides guidance and coaching to managers to address employee behavior and performance. Develop and implement ER and conduct special research, studies, projects, presentations, etc. Assist in developing and promoting positive business practices to improve employer/employee working relationships. Conducts training with employees and supervisors as needed (informative, preventative, and corrective).

Valid driver's license
Pre-Employment Requirements:Experience within the State of Arizona Personnel System working in Employee Relations. Experience in the public sector organization in Employee Relations. Experience in Human Resources. Supervisory Experience.
As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
