Deputy Project Director (GIS - Puerto Rico)

This position is located in Puerto Rico and requires the ability to travel around the island to meet with clients and stakeholders. Commutable to our Guaynabo, PR, ICF office for essential meetings.Â

What will you be doing to support the Program Director?Â
- Work directly with project technical stakeholders and ICF project team to help optimize project scope, budget, schedule and deliverablesÂ
- Oversee development of contract technical solutions to meet program needsÂ
- Supervise the Puerto Rico GIS Specialist Team in GIS application design, development, testing and deploymentÂ
- Support development of project work plans and determine technical resource requirementsÂ
- Plan, coordinate and oversee project technical activities to ensure on-time delivery Â
- Ensure that project deliverables meet quality standards and business requirementsÂ
- Develop, monitor and enforce policies and GIS standardsÂ
- Maintain accurate client technical communication and project documentationÂ
- Oversee technical risk register and management plan and quality assurance activitiesÂ
What you must have:Â Â
- Masterâs degree in Geographic Information Systems, Environmental Science, Computer Science, Engineering, or related discipline preferred.Â
- 12+ years of experience supporting complex IT and GIS data projects
- 4+ years of related GIS platform development experience (e.g. Esri, cloud, ArcGIS Online, ArcGIS Enterprise, ArcGIS Pro)
- 4+ years of experience managing or supervising staff and projects in Puerto Rico
- 4+ years of experience managing cadastral datasets, orthophotography data management and applications Â
- Must be fluent in English and Spanish languages
- US Citizenship required (required by federal government for this position)

What weâd like you to have:Â
- Understand concepts and applicable software tools and analytical methodologies for analyzing and visualizing all types of GIS and remote sensing data
- Familiarity with automating data pipelines using open source (Python or R) and cloud-native (AWS, Azure) tools.
- Ability to work independently and effectively to communicate both technical and business requirements and needs to technical and non-technical usersÂ
- Ability to lead and assist senior leadership âŚ
