Deliverable Auditor / Portfolio Project and Document Manager.

This position description is for a two-phased position. The initial position will serve as a Deliverable Auditor for three months and move into a cross-functional position as a Portfolio Project and Documentation Manager. The position is within the DHS OneNumber Blanket Purchase Agreement (BPA) and will support across the portfolio which currently consists of ten DHS Component projects.

The overall requirements will support and manage the development and documentation of contract deliverables, software requirements, organizational change management, process workflows, training content and data visualizations. Collaboration with project leads is key to this position. The position requires working with stakeholders across multiple projects under a blanket purchase agreement.

Responsibilities include but limited to:

Deliverable Auditor

This position is responsible for setting up, standardizing, and communicating project and portfolio-level deliverables to maintain contractual compliance. This position reports to the BPA portfolio leads and is responsible for delivering weekly status reports.

  • Review project Statements of Work (SOWs) and ensure that contract deliverables are delivered on time to the client.
  • Work with project teams to ensure and track client acceptance of deliverables.
  • Input and update deliverables in ManTech’s proprietary Performance Management System, ConstantView.
  • Document and communicate process workflows and improvements.
  • Generate weekly status reports to leadership on overall contract deliverable health.
  • Recommend and implement sustainable processes, artifact templates, and document repositories.
  • Post three-month completion: Maintain knowledge management processes across DHS BPA portfolio. Create leadership reports and/or dashboards.

Portfolio Project and Documentation Manager

This position will primarily serve as an internal BPA portfolio resource but may interface with clients on an as-needed project management basis. The position will report to a BPA portfolio lead which is to be determined.

  • Serve as the portfolio librarian ensuring and mentoring on best practices for setting up and maintaining consistent project libraries.
  • Serve in the project management role on an as-needed basis within component projects.
  • Leverage existing ManTech platforms to include ConstantView, Jira, Confluence, PowerBI, Teams, Google Workspace, etc. to create a cohesive workflow.
  • Maintain an awareness and sensitivity to minimize the impact change(s) have on project teams. Customize transition plans to meet the needs of stakeholder teams.
  • Manage and contribute to documentation creation, delivery, and storage.
  • Work with project team stakeholders to design, create, develop, and produce training and presentation materials for BPA and client products.
  • Translate technical speak to layman's terms.
