Specific Responsibilities:
Contract Analyst exhibit a comprehensive understanding of how customers' businesses align with BD’s overall product portfolio. To excel in this role, it is essential to develop and maintain business relationships with both internal and external customers. Strong organizational skills are crucial, as you will be responsible for coordinating the daily activities of various business support functions. Contract Analyst are accountable for ensuring the completion of assigned tasks. Proficiency with Microsoft Office Suite and SalesForce.com is necessary, as the candidate will receive training on tools and workflow processes, with the expectation that these skills will be utilized to solve both standard and non-standard problems encountered by the team. Contract Analyst collaborate closely with internal business unit partners and are responsible for leading the final offer submission for new federal government contractual opportunities.
This role will have the following responsibilities as applicable:
Competitive Solicitation Proposal - Manages the solicitation response process by identifying opportunities, reviewing solicitations, organizing team meetings with key collaborators, finalizing proposal submissions, and ensuring proper document retention in the Contract Lifecycle Management (CLM) system.
Monitors government and third-party outlets such as SAM.gov for new contractual opportunities
Manage and track the Government solicitation process, including opportunity identification, response, negotiation, and award
Conducts research on solicitations, review them, and initiate relevant activities such as scheduling meetings and managing tasks to meet deadlines
Coordinates the Q&A process with Government Contracting Officers and internal business units
Develops quotes based upon internal and external requests received
Review FAR and other government clauses and highlights areas of emphasis to leadership
Ensure appropriate document retention in accordance with BD document retention policy in CLM
Conduct Trade Agreements Act (TAA) compliance verification and research TAA waiver eligibility
Contract Award Review – Responsible for conducting comprehensive and precise evaluations of all government contract awards
Responsible for the tracking of Government contract awards in CLM
Research and review awards. When appropriate, coordinate with subject matter experts to ensure a thorough understanding of contract requirements in a timely manner
Respond to communications and modifications needed by the Government in a timely manner
Review FAR and other government clauses and highlights areas of emphasis to leadership
Conduct TAA compliance verification and research TAA waiver eligibility
Ensure appropriate document retention in accordance with BD document retention policy in CLM
Contract Management – Responsible for full lifecycle management of various federal government contracts.
Responsible for the tracking and reporting of all assigned contracts in CLM
Identify, create, track, and update contract obligations for each contract assigned in CLM
Review and process contract modifications received.
Ensure contractual obligations are met to include order management and delivery confirmation
Assist with Commercial Sales Practices (CSP) activities
Conduct TAA compliance verification and research TAA waiver eligibility
Ensure appropriate document retention in accordance with BD document retention policy in CLM
Qualifications
BA/BS required with 2 years of business experience, or without Bachelor degree, 3+ years extensive experience in the applicable area preferred
Ability to project manage complex contract requirements from beginning to end
Candidate must have proven track record to quickly establish credibility, trust, and support within all levels of organization
Demonstrates strong customer-centric skills and adaptability to customer needs while maintaining BD's best interests.
Strong communications skills and must be comfortable presenting to internal and external partners
Ability to travel, up to ~20%.
