The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

DES is seeking an experienced and highly motivated individual to join our team as a Compliance Manager with the Quality Assurance and Integrity Administration (QAIA). This position is responsible for work of considerable difficulty including the tracking, monitoring and analysis of case assessments, with a focus on actions associated with DERS programs that include but are not limited to the Office of Apprenticeship, Eligible Training Provider List (ETPL), Rehabilitation Services Administration (RSA), Work Opportunity Tax Credit (WOTC), Rapid Response, and other required and core partner programs under Workforce Innovation and Opportunity Act (WIOA). The position will, initially, supervise a staff of seven team members.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Assign tasks and review work area results. Develop reports that summarize work area findings. Offer suggestions and assists in the identification, implementation and maintenance of actions that contribute to the strategic and operational objectives outlined in State, Federal and Policy regulation/rule.
• Provide guidance, counsel and instruction to subordinate staff on both technical and administrative matters that are not otherwise resolved. Makes technical decisions on problems presented by subordinate staff, management and colleagues.
• Maintain an accountability system to track progress on performance indicators, measures and action plans. Develop detailed spreadsheets, charts and databases to monitor time lines and compliance with action work plan assignments resulting from findings.
• Examine and analyze statistical data, work procedures, methods and make recommendations for enhancement. Contributes to the development of operational strategies in cooperation with administration and DERS Management.
• Prepare written documents, reports and analysis regarding work assignment, using judgment and discretion. Respond to various correspondence from Executive Management, External/Internal organizations, Federal and State Partners and individual Managers/Administrators.
• Contribute to the development of operational and performance strategy in cooperation with DERS Leadership. Deliver presentations on program status, accomplishments, problems and objectives. Provide training to
colleagues on enhanced procedures.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of leadership and management practices, sufficient to guide and direct subordinate staff.
• Skill in monitoring or compliance reviews and development of result/response communication.
• Skill in oral and written communication necessary to develop presentation material, public speaking, and communication with Federal & State partners.
• Ability to lead staff in the execution of responsibilities.
• Ability to establish priorities for the completion of work in accordance with sound time-management methodology; Ability to work independently.

• Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
