Job Summary:

This position will manage all aspects of community relations for certain projects delivered by ADOT’S Major Projects Group, including: the final phase of the Broadway Curve Improvement Project in Phoenix, the I-10/Kino to Country Club project in Tucson, and a Tier 2 Environmental Study. Duties include: inform/involve the public during all phases of the project delivery process, assist with project-specific social media and digital communications. Work with ADOT's Major Project Group’s project team(s) to develop & maintain positive, professional working relationships with project, construction & project managers; resident engineers; utility coordinators; environmental specialists; & other key team members.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Research, develop, write & generate GovDelivery alerts and message points, create and present multimedia presentations, video productions to create awareness, educate public/stakeholders about Major Projects’ initiatives. Provide input to project teams to develop project schedules/traffic-control plans in accordance with ADOT/Federal guidelines.

Manage professional consultants responsible for public involvement, advertising or other communication-related professional services. Write email alerts, message points, newsletters, presentations, press releases, blogs, project collateral (flyers, fact sheets, and posters), social media messages & surveys. Work with staff to assist with the creation & dissemination of project material.

Manage, develop/implement multi-platform strategic communication plans for all phases of Major Projects’ project delivery including planning/development; environmental study; design; construction; & operation/maintenance. Use outreach strategies & tactics to provide timely, accurate project information/updates, & opportunities for input.

Respond to public/constituent/stakeholder inquiries by telephone, email or mail. Build & maintain positive relationships between ADOT and its stakeholders, local governments; community/business stakeholders; councils of governments & metropolitan planning organizations; the traveling public; residents; & organizations that rely on a safe, effective transportation system.

Provide subject-matter experts with message points and presentation materials as needed. Communicate project-related delays & project updates to the traveling public, businesses & residents throughout the state. Responsible for multiple hybrid tasks for the ADOT Major Projects team with a high visibility while managing extensive community relations.

Inform & involve the public during all phases of the project in accordance with the National Environmental Policy Act (NEPA), Americans with Disabilities Act, Title VI of the Civil Rights Act & other federal regulations; the ADOT Public Involvement Plan & Guide to Graphic & Editorial Standards; & in alignment with core values of the International Association for Public Participation (IAP2).

Selective Preference(s):

Bachelor's degree in Communication, Journalism, Public Relations or related field; 5-7 years of experience in communications, community relations, public relations or related field; project management experience; experience developing & implementing public involvement activities for transportation projects. Bilingual (Spanish) & experience with/NEPA process preferred but not required.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
