Capital Planning and Investment Control (CPIC) Analyst - HYBRID

ICF is currently hiring an experienced CPIC Lead/Data Governance consultant, to support our government client located in the Washington, DC Metro Area. This position is a hybrid position. The ideal candidate will demonstrate versatility in understanding and performing work related to program/project management, portfolio management, capital planning and investment control (CPIC), program governance, and system development life cycle management activities. This position will allow the candidate to use and further perfect his/her analytical skills, strategic thinking skills, decision-making abilities, and business expertise as a CPIC Analyst.

What you’ll be doing:

  • Develop and update schedules, review risk assessments, and other activities assigned
  •  Produce monthly status reports for the federal program manager.
  •  Ensure contract deliverables meet performance and quality standards in relation to presentation, technical content, accuracy, clarity, usefulness, and timeliness.
  • Develop and assemble TRB/CCB artifacts and correspondence to support meetings and work sessions of staff, control board members, senior management, Program and Project Managers, and other IT Portfolio Management stakeholders.
  • Support development, updating, and maintenance of CPIC deliverables, artifacts, policies, and guidance.
  • Assist with analysis and results presentation of CPIC reports and data.
  • Internal and external communications artifacts (under federal direction) update and maintain internal and external communications artifacts including:
    • Meeting agendas, briefings, etc.
    • Communications artifacts and communication
    • Technical Review Board (ITPRB), presentations, flyers, etc.
    • Communication artifacts
  • IT Portfolio Management deliverables (under federal direction) Update and maintain IT Portfolio Management deliverables such as:
    • Program Plan and Risk Management Plan
    • Communications Plan/Matrix
    • Training Plan
  • Provide administrative services.
    • Managing calendars
    • Review and edit reports and other documents.
    • Schedule meetings, work sessions, training sessions
    • Prepare for meetings including agendas, minutes, and set-up

Minimum Qualifications:

  • Bachelors Degree required
  • 1 year of experience completing the OMB CPIC reporting processes and the IT program reporting requirements for a federal agency.
  • 2 years of experience in review, assessment, and prioritization of IT Project activities.
  • US Citizenship (required by federal government) and the ability to gain a Public Trust.

Preferred Skills/Experience

  • Bachelors Degree in Financial Management, Information Technology or Mathematics preferred
  • Strong consulting (4+ years consulting experience), writing, and client handling skills
  • Demonstrated analytical skills in reviewing and assessing IT Project and Program costs and (projected and actual).
  • Demonstrate proficiency in using Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio).
  • Prior experience in a Federal Government Consulting role
  • Strong oral and written communication skills and the ability to present a polished, professional, and diplomatic image to clients.
  • Strong analytical skills – assertive and inquisitive manner that allows the individual to take indirectly related and orally communicated information and transform it into actionable information.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$79,643.00 - $135,392.00
