Job Summary:

Join the Arizona Department of Administration (ADOA), Division of Business and Finance (DBF) as a Business Analyst and play a vital role in optimizing the state's financial operations.

We're seeking a detail-oriented and analytical professional to contribute to the enhancement and support of Arizona's statewide accounting system. In this role, you'll be instrumental in streamlining business processes and translating complex requirements into clear, actionable plans. You'll collaborate with agencies to resolve system issues, ensuring smooth and efficient financial operations across the state. Your responsibilities will include developing comprehensive test plans, creating detailed documentation, and providing functional expertise to developers during system enhancements. You'll also contribute to the design, upgrade, and implementation of system modules, including the development of policies, procedures, and training materials. As a key member of our team, you'll provide development and analysis for AZ360 FIN and other supported systems, working closely with users and team members to define system specifications. You'll assist in maintaining system configurations, providing user support, and delivering training through various mediums, including virtual classrooms and computer-based training. Furthermore, you'll support communication efforts between the General Accounting Office and its customers, contributing to the development and maintenance of online resources and electronic forms. Job Duties:
  • Assists with the implementation of approved changes to application software and/or reports to maintain current standards, correct problems, and enhance application functionality
  • Participates in the definition of functional and technical requirements for application software and/or reports
  • Assists with the development of application procedures and documentation for usage, operation, backup and recovery, problem resolution, shutdown and initialization, and process automation (in cooperation with technical support and operations staff)
  • Tests application software and/or reports in cooperation with agencies, ADOA personnel, and end-users to assure accuracy, integrity, interoperability, completeness, and performance; performs other systems-related duties as required
  • Assists in streamlining business practices, including oral and written communication and meetings with state agency financial personnel.
    Recommends improved operational procedures to maximize systems efficiency
  • Participates in planning, development and implementation of training for the statewide financial system
  • Confers with divisional management to ascertain training needs and goals, and develops and modifies new/existing documentation and training curriculum
  • Assists with the development of application software and/or report procedures and documentation for usage, recovery, and problem resolution
  • Independently conducts virtual training classes on a statewide basis for the statewide financial system
  • Performs TRACORP administrative duties, including running course reports, pulling class rosters, adding content, and assigning content
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Methods and techniques of development of data processing relating to large financial systems
  • Basic PC applications (Microsoft and Google Suite)
  • Advanced PC applications including: Articulate Storyline & RISE, Adobe
  • Reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures 
  • Research methodologies, quality assurance and final technical report referencing as well as spreadsheet techniques and statistical sampling
  • State functional business processes related to Statewide systems as a user or technical support specialist
  • Principles, concepts, practices, methods and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
  • Principles of employee training programs and materials, methods of education especially adult learning training methods, techniques and equipment, methods of training evaluation and measurements, with the emphasis on the virtual environment

Skills in:

  • Management of work organization and accomplishment
  • Reading and interpreting detailed technical information; information system design, analysis, and testing; analyzing and interpreting system data; formulating solutions to system-related issues; interpersonal relationships
  • Spreadsheet development, application, and statistical sampling techniques
  • Creating and comprehending technical documentation
  • Procedure and policy interpretation for functional design within the AZ360 FIN system
  • Planning, organizing, and coordinating presentation of training programs, ability to evaluate and improve training materials and courses
  • Presentation, oral, and written communications
  • Conducting needs analyses, training requirements and priorities, and developing self-teaching programs
  • Interpersonal relationships with internal and external individuals of varying status within state and federal agencies

Selective Preference(s):
  • Prefer a bachelor’s Degree (in Finance/Accounting a plus) and/or 5 years of experience in business analysis (or equivalent experience)
  • Training Processes and curriculum build is a plus
  • PMI certification a plus
  • Lean or Six-sigma certification a plus
