The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Building Construction Specialist. This position will manage tenant improvement projects of high complexity for leased DES facilities and coordinate construction. This position will be responsible for new construction, build-to-suite facilities, direct and manage facilities or construction-related projects based on the requirements of Department programs, legislative, and/or public initiatives.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meetings of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Manages tenant improvement projects of high complexity for DES leased facilities and coordinates construction including new construction and build-to-suite facilities.
• Designs and coordinates tenant improvements, monitors cost and adherence to time frames, and ensures department requirements are met.
• Develops, maintains, and executes complex detailed project plans.
• Coordinates activities with program representative, support offices, lessors, property management companies, and others involved.
• Prepares budget estimates and approves payments for funds, including reimbursement to lessors without a fiscal limitation, vendor payments for utilization of materials and/or services performed.
• Site visits will be required.
• Utilize AutoCAD software to design and develop functional space plans.
• Schedules and conducts meeting with department to determine space requirements, in concert with programmatic and agency strategic plans.
• Prepares regular and special reports relating to activities of real estate, occupancy, and facilities planning.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Construction methods trade practices, and materials and equipment used in new construction and remodeling.
• Lease contract negotiation techniques, strategies, and contracts.
• Federal, State, and local laws, codes, and regulations pertaining to real property, acquisition, construction, and property management, including Federal OSHA, life safety, fire, asbestos, and the Americans with Disabilities Act (ADA).

Skills in:
• Preparing detailed plans for building construction; comprehension, analysis, and interpretation of lease negotiations.
• Developing and sustaining productive working relationships with Department colleagues and external customers.
• Written and oral communication.
• Utilizing software such as AutoCAD, Microsoft Office Suite, Google Workspace applications and tools.

Ability to:
• Analyze construction problems and prepare engineered solutions.
• Prepare building cost estimates, write materials and construction specifications.
• Research, interpret contracts, fiscal/funding data, leases, and other formal agreements.
• Prepare reports related to real estate.

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor’s degree from an accredited college or university in design, architecture, or engineering.
• Three years of experience in designing and costing renovations of multiple-use buildings.
• Responsibilities may require evening or weekend hours.

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
