Job Summary:

Under the direction of the Division DIFO, the business Manager performs a variety of complex duties in the area of airport finance and operations, FAA grant management, and airport tenants/concessions. This position plans, manages, tracks, directs, and oversees all the fiscal activities and business management functions for the Grand Canyon National Park Airport to include operational budgets, grants, general accounting, accounts receivable, accounts payable, financial and operational reporting, tenant leases and billing. Assist the Division Financial Officer and the Airport Manager in managing financial operations and reporting. This position adheres to Federal, State FAA and ADOT policies, statues, rules and regulations regarding Transportation, Airports and fiscal operations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Administrator of GCNCONNECT billing system, develop content, assess/coordinate hardware/camera system needs. develops financial reporting, process improvements, customer communication/support, work with vendors/stakeholders to troubleshoot/resolve issues, analyse/confirm annual subscription costs.

Manage Airport FAA grant program, interface with FAA, tracking, monitoring entitlements, FAA notice of finding opportunities; prepare grant application, environmental requirements, procurement requests, scope of work, ensure FAA grant assurances, State requirements/deadlines are achieved. Prepare reimbursement requests/annual FAA reporting. Prepare closeout documentation. Educate staff on State/FAA policies.

Monitor/manage Airport operating budget, department funding, FAA grant funding. Create projects to capture expenses for FAA grants and related activities. Create, manage/monitor Airport expenses/funding source/tracking tools. Review/recommends contracts/endors per FAA/State compliance, prepare projects scopes of work, submits Procurement requests, prepares AFIS, Info Adv and other financial reporting.

Manages aviation, commercial, residential leases, renewals, compliance. AZAG Liaison to review/finalize. Submit residential rent deductions/stipends. Manage monthly billing to aviation, commercial, residential customers in compliance with AAC Title 17. Chapter 2, Article 2. Manage water meter usage reporting and billing. Process deposits, credit card payments, reporting to General Ledger.

Implement use if system for monthly tenant billing, payment collection/notifications. Implement use of system to register commercial ground transportation users;track/approve permit application, collection fees per AAC 17-2-201 and insurance compliance.

Prepare/submit annual ADWR Comm. Water System report and facilitates annual ADEQ CCR reporting.

Selective Preference(s):

Candidate will have in depth experience utilising financial software.
Will have an expert knowledge of AAC title 17, Chapter 2, Article 2.
Will have in depth knowledge of the Grand Canyon National Park Airport operating procedures, and lease agreement knowledge.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
