This position allows for 1 day per week remote / work from home. Salary: $150,000 - 220,000/yearThe Vice President of Human Resources (VP of HR) / Facility Security Officer (FSO) is a strategic leadership position responsible for managing the company’s human resources functions while ensuring compliance with all federal security regulations as they pertain to government contracting. The VP of HR/FSO will oversee the development and execution of HR strategies, lead talent acquisition and retention programs, and foster an inclusive and high-performance organizational culture. Simultaneously, this role will be responsible for all aspects of facility security, including safeguarding sensitive information and ensuring compliance with the National Industrial Security Program (NISP), the Department of Defense (DoD) regulations, and other federal requirements.

Responsibilities

  • Lead and manage all human resources functions, including recruitment, employee relations, compensation, benefits, performance management, and talent development.
  • Collaborate with executive leadership to align HR strategies with the organization’s business objectives and government contracting needs.
  • Oversee the implementation of talent management programs to ensure that government contracts are staffed with qualified professionals, including those requiring security clearances.
  • Advise senior leadership on HR-related issues, employee engagement, workforce planning, and organizational development.
  • Serve as the company’s FSO, ensuring compliance with the National Industrial Security Program (NISP) and other security regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Oversee the development and maintenance of company security policies, ensuring the protection of classified and sensitive information, including managing physical security and cyber security protocols.
  • Implement security clearance processes, managing the handling, storage, and access to classified materials in accordance with government standards.
  • Conduct regular security briefings, training, and audits to ensure compliance with government contracting security requirements.
  • Maintain accurate records for all personnel with security clearances and ensure that all employees with access to classified information receive the appropriate clearance, investigation, and renewal procedures.
  • Foster a positive and compliant work environment by overseeing employee relations initiatives, addressing grievances, and resolving workplace conflicts.
  • Act as the point of contact for government agencies and auditors regarding security matters and compliance issues related to security clearances and classified information.
  • Promote employee engagement, retention, and satisfaction, ensuring a balanced work culture that complies with labor laws and security protocols.
  • Monitor, review, and enforce adherence to facility security procedures, ensuring protection of both physical and intellectual property.
  • Manage the implementation of security training programs and drills, keeping staff up to date on security policies, procedures, and emergency protocols.
  • Oversee compliance with all related federal, state, and local regulations, including coordinating security reviews and audits to ensure that security clearances and employee background checks are in order.
  • Collaborate with government agencies and third-party contractors to ensure that security standards meet the requirements of government contracts.
  • Lead HR efforts to recruit and retain top talent, especially for positions requiring security clearances, ensuring that employees meet the security standards for government contracts.
  • Manage recruitment efforts in a way that ensures adherence to security clearance protocols and compliance with relevant security requirements.
  • Develop training and development programs to ensure that all employees with security clearances understand and comply with NISP and DoD security guidelines.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Security Management, or related field. A Master’s degree or certifications such as SHRM-SCP, PHR, SPHR, or FSO-related certifications preferred.
  • Minimum of 10 years of experience in human resources, with at least 5 years in a leadership role in a government contracting environment.
  • Extensive experience as a Facility Security Officer or similar security compliance role with expertise in the National Industrial Security Program (NISP), and other relevant federal regulations.
  • Proven experience with security clearance processes, employee background checks, and maintaining compliance in a government contracting context.
  • Deep understanding of human resources best practices and policies, with specific knowledge of compliance in government contracting (FAR, DFARS, NISP, etc.).
  • Familiarity with facility security systems, including access control, surveillance, and data protection.
  • Strong communication and interpersonal skills, capable of influencing at all levels of the organization and maintaining relationships with government entities.
  • Expertise in recruitment strategies, employee engagement, performance management, and retention.
  • Ability to lead and manage teams, promote a culture of compliance, and drive change in a complex, regulated environment.
