Vice President Software Engineering

What you will be doing:
This position is responsible for orchestrating and overseeing the Digital Supply Chain (DSC) software development lifecycle (SDLC) process that delivers world class software for the healthcare supply chain. This includes internal / external technologies for Premier’s GPO, Providers and Suppliers. This VP will lead a team that is accountable for the technical enablement of the DSC business strategy through tight alignment with Technical Product Management and Product Management in an Agile environment. This includes developing, owning, communicating and executing an architectural strategy and technical roadmap, as well as optimizing the expense structure with third-party on, and off-shore staffing firms. This position leads technical leaders, growing and guiding a team of Engineering Directors, Technical Architects and Data Scientists who are expected to operate the most efficient software delivery process possible through practical innovation and collaboration.
This position will have oversight and accountability for:
- Building and retaining a high performing team of Engineers and Architects
- Overall staffing, recruitment and development of geographically dispersed technical resources
- Evaluating and recommending an optimized off-shore software delivery execution model that reduces expenses, while increasing throughput and productivity
- Building and maintaining trust with onshore and offshore development leaders
- Developing and recommending integration strategies across a disparate portfolio of existing technologies
- Maintaining and developing technical knowledge base within the teams to ensure continuity of secure, quality, stable software delivery
- 120 – 150 software developers, quality assurance engineers, architects and other roles, as needed
- Tightly partnering with Technical Product Management to develop metrics and reporting to track delivery of software, manage dependencies, proactively identify risks, and monitor productivity.
- Ensuring that engineering teams have the necessary business context and technical tooling required to deliver software that satisfies business objectives
- Primary role in overseeing efficient deployment of >$15M- $XMM in annual Capital expense
Key Responsibilities
Responsibility #1– 30%
Resource Deployment and Staff Leadership
- Overall accountability of geographically (domestic and international) dispersed technical teams, including contractors operating in a variety of models (T&M, Managed Service, Fixed Fee, etc), in the delivery of software with optimum quality including allocation of staff to projects; quarterly reviews, establishing training requirements; acquiring new resources to fill gaps. Establish and manage a career development program for staff.
Responsibility #2 – 30%
Define Architectural Strategy and Technical Roadmap
- Set overall architectural strategy and technical roadmap establish and implement best practices for secure software development and quality assurance processes; develop and utilize benchmark-based metrics and develop / maintain reporting on these measures to ensure continuous improvement, providing needed information to stakeholders.
- Develop and recommend integration strategy across disparate portfolio of technologies, including cloud vs. on-premise vs. hybrid technical roadmap.
- Align data acquisition processes to simplify Provider and Supplier personas.
- Maintain solid and productive relationships with strategic partners and vendors as necessary
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional communities.
Responsibility #3 – 20%
Collaboration with CTO, Product Management and Business Leaders
- Collaborate with Portfolio Leadership Teams and associated Business Leaders and other business groups to plan project needs and appropriate approach to ensure success. Includes understanding and contribution to business strategy, where appropriate.
- Ensure consistent UI and user experience for Provider and Supplier personas.
- Collaborate with CTO, Technology Leadership Teams with respect to Information Security, Data Standards & Privacy, Infrastructure, Data Center Operations, Business Continuity, Disaster Recovery and International Technical Operations.
- Champion a “security first” posture across all teams.
- Evaluate competitors and new technology offerings for fit and adjustment of the overall product strategy over time.
Responsibility #4 – 15%
Optimize Software Delivery Model
- Recommend optimized software delivery processes to achieve goals of increase estimation accuracy, reduce time to business value delivery, reducing expenses over time, with no sacrifice to security, quality and operational norms
- Institute ongoing KPIs, standards and evaluation methodology that ensures engineering processes remain innovative, competitive, healthy and attractive to evolving talent pool
Responsibility #5 – 5%
Financial Resource Management
- Work in concert with Technical Product Management to develop, and manage, department budget within approved levels, to include identification and implementation of cost reduction methods. Participate in annual budgeting process, and collaboration for developing budgetary estimates for new products or projects.
