Role Overview

The Head of Compliance will be responsible for developing, implementing, and overseeing a comprehensive compliance program from the ground up. This includes ensuring adherence to Medicare and Medicaid requirements, managing insurer compliance obligations, and addressing all federal and state healthcare regulatory requirements (including adherence to the Ryan Haight Act, DEA regulations, and state-specific telemedicine prescribing laws, as applicable). This leader will report to the General Counsel and work cross-functionally with Legal, Operations, Product, Engineering, and Clinical teams to integrate compliance into the company’s growth strategy.

Key Responsibilities

  • Develop and implement a comprehensive compliance program that ensures adherence to Medicare, Medicaid, HIPAA, Anti-Kickback Statute (AKS), Stark Law, and other federal and state healthcare regulations.
  • Develop and lead the company’s Medicare and Medicaid, Department of Health and Human Services (HHS), compliance efforts including provider enrollment, claims compliance, billing integrity, and fraud/waste/abuse (FWA) prevention.
  • Oversee compliance with payer contracts, ensuring adherence to regulatory and reporting requirements set by commercial insurers, Medicare Advantage, and Medicaid Managed Care Organizations (MCOs).
  • Monitor state-by-state telehealth laws and reimbursement policies, ensuring operational compliance across all markets.
  • Serve as the primary point of contact with government agencies, auditors, and payers on compliance matters.
  • Monitor and ensure compliance with federal and state laws related to e-prescribing and telemedicine, including the Ryan Haight Act, DEA regulations, and state prescribing laws.
  • Develop policies and procedures for telehealth-based prescribing workflows, including controlled substances, ensuring alignment with state-by-state requirements.
  • Track DEA registration and licensing for telehealth providers, ensuring renewals and requirements are met.
  • Support the implementation of EPCS (Electronic Prescriptions for Controlled Substances) systems and compliance safeguards.
  • Design and implement compliance policies, procedures, and training programs for employees and providers.
  • Establish compliance auditing and monitoring processes to proactively identify and mitigate risks.
  • Build a culture of compliance by integrating compliance awareness into company operations and decision-making.
  • Work with the Legal and Finance teams to ensure accurate coding, billing, and claims submission for Medicare and Medicaid patients.
  • Partner with Product and Engineering teams to ensure that telehealth platform features comply with federal and state regulations.
  • Collaborate with Clinical Leadership to ensure provider licensing, credentialing, and telehealth practice guidelines are met.

Requirements

You must be egoless, value collaboration, and be ready to put in the hard work to accomplish whatever the job demands. The following things are also required for this position:

  • 10+ years of compliance experience in healthcare, preferably in telehealth, digital health, health insurance, or value-based care models required.
  • Deep expertise in Medicare and Medicaid regulations, including experience with provider enrollment, reimbursement policies, and fraud prevention required.
  • Strong knowledge of Stark Law, Anti-Kickback Statute (AKS), False Claims Act, Ryan Haight Act, DEA regulations, state prescribing laws and other relevant healthcare laws required.
  • Experience developing a compliance program from scratch in a scaling organization is highly preferred.
  • Strong analytical and problem-solving skills with the ability to interpret complex regulations and translate them into actionable business practices required.
  • Experience engaging with regulators, auditors, payers, and internal leadership on compliance matters required.
  • Excellent communication skills, with the ability to educate and influence cross-functional teams required
  • Bachelor’s degree required; JD, MBA, or CHC (Certified in Healthcare Compliance) certification preferred.

The base salary range for this position is $200,000- $240,000. In addition to a base salary, this position is eligible for a performance bonus and benefits (subject to eligibility requirements) listed here Teladoc Health Benefits 2025. Total compensation is based on several factors including, but not limited to, type of position, location, education level, work experience, and certifications. This information is applicable for all full-time positions.
